RECOMMENDATIONS
Deny the appeal of Mr. parry Feiock, acting on behalf of Eric and
Janice Mednick from the decision of the County Abatement Officer
declaring as a public nuisance an occupied non-permitted mobile
home located on 4485-4493 Willow Road, Bethel. Island, California
and direct staff to proceed with the abatement.
FISCAL IMPACT
Approximately $8,000.00.
BACKGROUND
This property is in violation of Contra Costa County Ordinance 82-
2.006 and 84-52.402. Specifically, this is an occupied mobile home
which is no longer allowed in a R-B (Retail) zoning District
without the necessary approval and permits. Both the owner, Mr.
Mednick and the manager, Mr. Feiock, have been previously notified
of these violations. Numerous meetings have been held between
County staff and Mr. Mednick and Mr. Feiock. The latest promise by
Mr. Feiock was that he would provide information to the Community
Development Department to establish a legal non-conforming use. At
the Board of Supervisors' meeting on April 21, 1998, the Board
further extended the time that Mr. Feiock was to provide this
documentation. Since this extension was granted, both Mr. Feiock
or Mr. Mednick have not provided the necessary documentation.
Therefore the property continues to be in violation of Centra Costa
County Ordinance 82-2. 006 and 84-52.402.

On April 21, 1998, the hearing was closed, and the Board of Supervisors
deferred decision to this date, on the appeal of Mr. Parry Feiock (Acting on
behalf of Eric and Janice Mednick), from the County Abatement Officer
declaring as a public nuisance an occupied non-permitted mobile home located
at 4485 - 4493 Willow Road, Bethel Island, California.
Parry Feiock, P.O. Box 1535, Bethel Island, Mazikeen's Landing, commented on
the matter.
The Board discussed the issues and took the following action:
IT IS BY THE BOARD ORDERED that staffs recommendation to
DEFY the appeal, and declare the non-permitted mobile home a public nuisance
is APPROVED; and DIRECTED that the Building Inspection Department staff
proceed with the abatement following a 34-day stay to allow the Community
Development Department time to verify the legality of the structure.
