REASONS FOR RECOMMENDATION(BACKGROUND): Pursuant to ,Section 8 (a) (1-2) of the Wagner-Peyser Act and the State Job Training Coordination council Strategic Goals and Objectives for California's Workforce Preparation Programs, dated December 9, 1997, this Coordinated Services Strategy (CSS) for the planning year of July 1, 1998 through June 30, 2040 has been developed between the Contra Costa County Service Delivery Area/Private Industry Council (SDA/PIC) and the Richmond, Antioch, and Pleasant Hill Employment Development Department(EDD) offices. A. The Contra Costa EDD Offices and the Contra Costa County/SDA/PIC have had very cooperative relationships for many years to build upon. We have long been in agreement on community needs and areas of collaboration. Representatives from the SDA and EDD officeshave met on various issues throughout the year, and met in April 1998 to develop this Coordinated Services Strategy. B. AREAS OF COLLABORATION: 1. Sharing and Referring Mutual Clients: The Contra Costa ECD offices and the Contra Costa County PIC office will refer appropriate clients to make use of each other's services by referral cards or other mutually agreed upon means. Staff from EDD and the County SDA/PIC office-may attend each other's staff meetings for the purpose of information exchange. As we develop the One Stop Centers within the County, we recognize the need to further develop the sharing. and referring of mutual clients to each others' programs as equal partners in the One Stop Centers. 2. Sharing Resources and Services: a.) The Contra Costa EDD and the Contra Costa County SDA/PIC offices will share job information on job openings and employee recruitment with the agreement of the employer, according to the Memorandum of Commitment of the Employer Connection and according to any other coordination efforts developers by the EastBay Works Collaborative system for Alameda and Contra Costa County. And In compliance with AB 67, Chapter 606, page 35, filed by the Secretary of State on October 3, 1997, EDD and SDA/PIC and the designated coordinating entities described in AB 67, have agreed to coordinate employer outreach activities to solicit entry-level and other job openings through the East Bay Works system, to include the use of the Internet systems such as Cal-Jobs and the EastBay Works Websites. The job holding organizations will have functional supervision and/or conform to any procedural agreements reached by the Employer Connection and/or EastBay Works collaborative partners. EDD will provide access to the Internet Cal-Jobs system. SDA/PIC staff may learn the Cal-Jobs system procedures or work through an EDD staff member to effect client registration, referral and verification. The SDA/PIC staff will share unfilled job orders they obtain. In accordance to EDD and the SDAIPIC Contra Costa County staff and the SDA Cssccco9800.doc 1 04/24/98 accordance to EDD and the SDA/PIC Contra Costa County staff and the SDA Administrative office may share premises resources such as desk space and conference rooms. Where possible, EDD and SDA/PIC staff will plan and implement joint marketing of programs, such as with the activities of the One Stop Centers and the Summer Youth Program. b.) The Contra Costa EDD offices and the Contra Costa County PIC will share various Informational resource material, i.e., employer guides, wage information, dislocated worker publications, ether agency handouts, etc. for the resource Information system which was established. The information gathered will be mutually evaluated for Its usefulness to respective agencies in assisting internal and external customers. c.) The Contra Costa EDD Job Services staff will accept and work with DTPA clients who are referred to the,lump-start Resume Workshops, as applicable. d.} Contingent upon continued EDWAA State funding, the Contra Costa EDD will provide staff members at the One Stop Centers on a scheduled or regular basis, depending on the need at the Centers. These staff members will assist in rapid response activities in Contra Costa County, will provide or assist in the DTPA eligibility determination of Title Ill participants, and in the assessment, counseling, training referral, provision of job search training, job development and placement of JTPA/EDWAA participants. EDD will staff the EDWAA Title III program according to the budget made available and will coordinate EDWAA services and activities with the DTPA staff assigned to the EDWAA Title Ill program. 3. Unsubsidized Su mer Youth Pr ram Services; The PIC and EDD will provide Unsubsidized Summer Youth Program in Contra Costa County. The program will be open to all County youths and is intended to create full-time, part- time, and or temporary summer vacation jobs/positions. a.) In providing Unsubsidized Summer Youth Program services, the Contra Costa EDD will: 1.) Operate at the various One Stop Center locations throughout Contra Costa County to receive job orders and register, refer and place youths In accordance with any agreements reached with the Employer Connection or EastBay Works partners; 2.) Staff each One Stop Center with at least one (1) EDD Job Service staff person, as budget will allow, and 3.) Maintain records and reports as appropriate. Cssccco9800.doc 2 4/24/98 b.) In providing Unsubsidized Summer Youth Program services, PIC w!1: 1.) Develop and Implement a summer jobs advertising campaign designed to market the PIC, EDD and the other partners at the One Stop Centers to local employers; and 2.) Coordinate the activities of participating county, city and civic organizations in outreaching to the business community, promoting the program and soliciting job opportunities. 4. Mutual res22gt and adherence to confidentiality: Both EDD and the PIC staff will respect and abide by the rules of confidentiality regarding any information exchanged 'between the two agencies about clients and employers.' C. Joint Projects to be developed and implemented: In addition to the programs and activities already under active collaboration, the following is additional area which will be developed jointly: 1. tine-Ston Centers The Contra Costa EDD offices will play an active role in the planning, development and implementation of Cane-Stop Centers in Contra Costa County with whatever other organizations that may be named as equal partners in this One Stop Center implementation. 2. Services _12rovided_providedat the One SIOR Centers: Services at the One-Stop Centers by EDD, SDA/PIC, and other partner staff will Include referrals to jobs, joint orientations, Job Search Workshops, assessment services, referrals to ongoing DTPA and other training slots and referrals to other community services for DTPA clients, Welfare clients under Cal-Works, other hard-to-serve job seekers and for the universal population seeking One-Stop Canter services. A coordinated employer outreach activities will also be provided through the Contra Costa County Employer Connection and the EastBay Works systems in compliance with AS 67. 3. Current and future staffing needs: All of the partners of the Cine-Stop Centers will be limited by their respective funding sources as to how many staff can be used or stationed at the One-Stop Centers. However, wherever possible, the partners will collaborate and work together to provide adequate staffing, either on a rotational basis, or as dedicated staffing for certain projects, such as for veterans services, or EDWAA - Title III dislocated workers program activities, etc., so that the services of the One-Stop Centers will meet the needs of the public who seek our services. Cssccco9800.doc 3 4124198 s 4. 4newtbp Confer Sites: The One-Stop Center sites in Contra Costa County, excluding the area covered by the Richmond Service Delivery Area will be at Antioch, Brentwood and Pittsburg In East Contra Costa County, in Concord in Central County, In San Pablo and Pinole in West County and In possibly other selected areas as mutually agreed upon. All of these centers will be staffed, as a minimum by EDD and Contra Costa County SDA/PIC staff, with other partners such as the Contra Costa County Social Services Department, Adult Schools, Contra Costa Community Colleges, etc., providing staff on a rotational, assigned or as-needed basis. D. Periodic Meetings: PIC Staff and EDD representatives will meet periodically, as needed, to discuss operational issues arising from this agreement,;to explore other coordinating efforts with the goal of achieving program integration of services in the One Stop Center environment. E. General C gndi#ions. 1. indemnification: Pursuant to Section 895.4 of the California Government Code, each party hereto agrees to indemnify and hold the other party harmless from all liability for damage to persons or property arising out of or resulting from the acts or omissions of the indemnifying party. 2. Arnenoments: This CSS plan may be modified or amended by a written document executed by the Contra Costa County EDD or the Centra Costa CountylSDAIPIC or its designees, subject to any required Regional, State or Federal approval. 3. ghanges toprocedures. Changes to procedures which do not change this CSS Plan will be made only upon prior discussion and approval between the Contra Costa 'County/SDAIPIC staff and the Contra Costa EDD Field Office Manager or designated staff. 4. Terminatign. This CSS plan may be terminated by either party, at their sole discretion, upon thirty days' advanced written notice prior to the date of termination, or at anytime mutually agreed upon. REASONS FOR RECOMMENDATIONS/BACKGROUND: In May, 1997,the County Administrator approved and the Purchasing Services Officer executed Contract#0- 4608600 with Accountemps for the period May 27, 1997 through October 14, 1997,to provide a qualified temporary accountant to perform Senior Accountant services for the District Attorney, Family Support Division. The contract was amended effective October 15, 1997 and extended through April 30, 1998. Approval of this requested Amendment to Contract#C-4508600 will allow the Contractor to continue to provide services through October 31, 1998. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would result in the District AttotFy�"Support Division,being out of compliance in meeting the requirement to reconcile the Familyestic Relations system with the Finance System.
