I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental QualityAct (CEQA) Class 1c
Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and
specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exer p#ion with the County
Clerk.

SUBJECT: Approving Stone Valley Road Shoulder Improvement Project, in the Alamo Area.

DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
DIRECT the Public Works Director to begin right of way acquisition.
11. FINANCIAL IMPACT:
The estimated contract cost of the project is $75,000, funded by Measure C (100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed in order to protect Stone Valley Road from the erosive action of the creek
which presently threatens to undermine the road.
The project has been determined to be in compliance with the General Pian and is exempt from
CEQA as outlined in Section 15301 of the CEQA Guidelines, because it will not involve an
expansion of use beyond that previously existing nor result in the removal of any scenic
resources.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved, it will not be constructed.

III. REASONS FOR RE—COMMENDATIONISACKCROUND:
On April 14, 1998, the Board of Supervisors approved plans and specifications for this project.
This addendum is needed to clarify the contractor's responsibility with relation to the U.S. Army
Corps of Engineers permit.
IV. QNSEQUEN'C S OF NEGATIVE ACTION:
If this Addendum is not approved, the Contractor will not be fully informed of his responsibilities
which may result in additional contract costs.

DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037 of the Public Contract Code, and
ADVERTISE for bids to be received on Tuesday, June 16, 1998, at 2:00 p.m.
H. FINANCIAL IMPACT:
The estimated contract cost of the project is $600,000, funded by Tas ajara AOB (100%).
III. REASONS FOR RECOIVIAfIgNDATIONMACKGROUND:
The project is needed to correct horizontal and vertical deficiencies and provide added sight
distance to the traveling public.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA as outlined in Section 15301 of the CEQA Guidelines because the project consists of a
minor alteration of existing facilities involving negligible or no expansion of use beyond that
previously existing. The project will not result in the removal of any scenic resource.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages,which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

County Public Works Department's Traffic Engineering Division, and pursuant to County
Ordinance Code Sections 46-2.002-46-2.012,the following traffic regulation is established
(and other action taken as indicated):
Pursuant to Section 22507 of the California Vehicle Code parking is hereby
declared to be prohibited at all times on the east side of CHERRY LANE
(#4057B )Walnut Creek, beginning at the south curb line of Treat Boulevard
and extending southerly a distance of 1100 feet.
(Traffic resolution #3318 pertaining to parking on the west side of Cherry lane, south of
Elmwood Drive, is hereby rescinded).
