BACKGROUND/REASON(S) FOR RECC7bQ1ENDA'TI0N(S) : This Contractor has provided in-home attendant care to County' s AIDS and. ARC patients since February 1989, as part of the AIDS Case Management and Home/Community Based Care project funded by the State Department of Health Services . When a person with AIDS or ARC is unable to secure attendant care which would allow them to remain in the home rather than in an acute care hospital, this project provides funding for in-home >attendant care services. The Contractor must attempt to collect from all other sources of payment (e.g. , private health insurance held by the client, Medi-Cal,' Medicare, etc. ) before the County is billed for these services. On June 24, 1997, the Board of Supervisors approved Contract ##22-31.6-15 with STAT Nursing services for the period from July 1, 1997 through June 30, 1998 for provision of in-home attendant care to AIDS and ARG patients. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On June 24 , 1997, the Board of Supervisors approved Contract #22-354-9 (as amended by Contract Amendment Agreement #22-354-10) with Planned Parenthood: Shasta Diablo for the period from July 1, 1997 through June 30, 1998, to provide HIV/AIDS education, prevention, and testing outreach services to women at increased risk for HIV infection. The expected program outcomes which include all goals identified by Children' s Statewide Systemof Care guidelines are as follows: A) To increase and maintain school attendance as measured by school ' records; B) To increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; C) To increase family satisfaction - as measured by the Parent Satisfaction Survey; D) to decrease use of acute care Systems; and E) To impact placement at discharge to a lower level of care . RECOMMENDED ACTION: Approve and authorize the Health Services Director, to execute on behalf of the County, Agreement #28-572-3 with the West Contra: Costa Integrated Waste Management Authority and the cities of Antioch, Brentwood and Pittsburg, for the period from July 1, 1998 through June 30, 1999, in the amount of $324,000, for provision of household hazardous waste (HHW) collection services by the Health Services Department. II . FINANCIAL IMPACT: There is no financial impact on the County General Funds . Cities will pay their portion of fees from either solid waste or Clean Water Program (NPDES) funds . The County will finance their share of the costs for the unincorporated areas of the county from solid waste fees . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This is a continuation of Agreement #28-572-2 with the above entities to provide HHW services through the HHW Mobile Program for FY 1997-98 . Approval of this agreement will provide eight collection events to service approximately 5, 000 households.
