RECOMMENDED ACTION: APPROVEProject, and DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1d Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT: The project cost is funded by either Federal Highway Administration (100%) or Federal Emergency Management funds (75%) and State (25%) funds. Ill. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes repairing bank erosion and slip-outs by excavating and removing loose slope material and replacing it with rock slope protection (RSP) or gabion walls. One location requires a headwall to be replaced and two locations require silt removal from stream channels. Some small diameter non-native trees may be removed to complete the project however, they do not represent a scenic resource. Pleasant Hill Road and Repair headwall at box culvert Taylor Blvd. (Fig.6) Alhambra Valley Road 2.5 mi. East of Bear Creek Repair bank erosion w/RSP or gabions =50' Road (Fig. 6) in length Alhambra Valley Road @ Pinole Creek(Fig. 7) Repair washout w/RSP or gabions z 200' in length The project is needed to repair existing County infrastructure. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because the project will not have a significant affect on the:environment. IV. The recommendation is based on the following: The proposed project consists of restoring and/or rehabilitating deteriorating or damaged structures or facilities. Repairs may include minor alterations to,existing facilities that may require installation of rock slope protection, replacing a gabion wall, repairing a headwall, and desilting stream channels. The repairs will not involve an expansion of use beyond that previously existing nor result in the removal of any scenic resources. What changes to the project would mitigate the identified impacts .
