This Contract includes an automatic four-month contract extension through October 31, 1998, in the amount of $33,500 IT. FINANCIAL IMPACT: This Contract is funded 50% by Federal FFP Medi-Cal Funds and 50% by State EPSDT Funds. No County funds are required. III. CHILDREN#$ IM AM SMATEMENT: This EPSDT Mental Health Services Contract will support the following Board of Supervisors' community outcomes;: Children ready for and succeeding in school; Families that are safe, stable, and nurturing; and Communities that are safe and provide a high quality of life for children and families. Expected program outcomes are. Increase and maintain school attendance as measured by school records, Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) Increase in family satisfaction as measured by the Parent Satisfaction Survey; and Decrease in out-of-home placements as measuredby mental health and social services statistics. Bonita. House is the only program of its type in the Bay Area: and has received national recognition. On June 17, 1997, the Board of Supervisors approved Contract #24-818-1 with Bonita House, for the period from October 1., 1996 through September 30, 1997 to provide dual diagnosis residential treatment services, which included a six month automatic extension through March 31, 1998 . In this respect, the Project is directly applicable to all five community outcomes identified in the Centra Costa County Children's Report Card: Children Ready for and Succeeding in School; Children and Youth Healthy and Preparing for Productive Adulthood; Families that are Economically Self-Sufficient; Families that are Safe, Stable and Nurturing; and Communities that are Safe and Provide High Quality of Life for Children and Families. BACKGROUND: With the implementation of CalWORKs, it will be necessary to greatly expand child care capacity throughout the County, especially in targeted areas of high CalWORKs population and low licensed child care availability. Taking into consideration the particular needs of this County, the County Welfare Department has set the following goals,for contracting these capacity-building funds: 1. Build licensed provider capacity throughout the County, but specifically in areas of high CalWORKs population and low licensed child care availability, such as the cities of Crockett, San Pablo, Richmond and Pittsburg; 2. Build provider capacity for limited English-speaking families; 3. Train new providers, especially recruiting from CalWORKs participants; and 4. Encourage quality improvements in license exempt child care arrangements by developing trainings for exempt providers. The Social Service Department has chosen to contract capacity building activities as a result of an RFP with three community organizations, English Action Center, Contra Costa Child Care Council, and Regional Occupational Program, all of whom have proven experience and capabilities in the fields of provider recruitment and training. Through this contract, Rubicon Programs, Inc.,will provide a range of services to unemployed and underemployed residents of North Richmond, with the goal of helping these individuals obtain and maintain employment. The partnership embodied in this contract will draw upon the strengths of Rubicon Programs, Inc., the Contra Costa Service Integration Program and other local service providers to put forth a seamless system of employment services for the North Richmond community.
