SUBJECT: Annual Report of the Juvenile Systems Planning Advisory Committee (JSPAC)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) +& BACKGROUND AND JUSTIFICATION
RECOMMENDATIONi.
1. ACCEPT the attached report from the co-chairs of the Juvenile Systems Planning Advisory
Committee (JSPAC) on its activities and juvenile justice issues.
2. DESIGNATE the Family and Human Services Committee members, Supervisors Donna
Gerber and Mark DeSaulnier, as board representatives on Juvenile Hall construction bond
issues.
3. REQUEST the County lobbyist and staff from the California State Association of Counties to
meet with representatives of the Board and JSPAC to discuss currentactivities to support AB
1212 (Wright) and the Juvenile Hall construction bond measure that may be on the November
ballot.

On April 13, 1998, Chris Adams and Terry Starr, co-chairs of the Juvenile Systems Planning Advisory
Committee(JSPAC), presented JSPAC's annual report to the Family and Human Services Committee
(attached). The presentation provided a briefing on current focus areas for the committee, including

Juvenile Hall replacement, SafeFutures program, Orin Allen Youth Rehabilitation Facility, girls program,
Juvenile Hall expansion, electronic monitoring and home supervision, strategic planning and juvenile
drug court.
Terry Starr, Chief Probation Officer and JSPAC Co-Chair, stressed the urgency of the girls program.
The weekly screenings for assessing out-cif-county placement show higher proportions of girls than ever
before, Traditionally, one in ten youth screened would be a girl. At last week's screening, there were
four girls and four boys. A recent screening included only girls.
In response to a question by Supervisor Donna Gerber, Terry Starr elaborated on the girls program,
stating that the cast of out-of-county placement for girls is approximately $44,000/year and that most
of the girls have a background of abuse. Many have been sexually molested, abused and/or victimized.
Most of the girls have done things to harm themselves, such as drugs and sexual activity rather than
aggression on ethers, such as armed robbery. Supervisor Gerber expressed her strong support of
JSPAC's activity to establish a girls program similar to the boys Summit Center.
Chris Adams, JSPAC Co-Chair, explained that the Juvenile Hall replacement project is very dependent
upon funding from state construction bond monies. AB 1212 (Wright), which is currently before the
legislature would place the Juvenile Hall construction band issue on the November ballot. Ms Adams
noted that this bond measure probably has a better chance for passage that the last one since it is
limited to juvenile facilities (the last bond measure included both juvenile and adult facilities). In order
to be successful, though, the band measure needs strong advocacy. As an arm of county government,
JSPAC cannot lobby in favor of passage of the bond measure.
Supervisor Donna Gerber asked what the Board could do to support the Juvenile Hall replacement
project. Terry Starr suggested that there was a need to interest the governor, as well as our legislative
delegation, particularly Assemblyman Torlakson and Senator Rainey. It was suggested that Terry Starr
arrange a meeting with the CSAC lobbyist, the County lobbyist, Family and Human Services Committee
members and JSPAC representatives to discuss a strategy to support AB 1212 and to encourage state
leadership on the ballot measure.
