REFER a request to Community Development for research regarding the:David and Lucile Packard Foundation Land Conservation Program in order to determine the process and guidelines that need to be followed so that Contra Costa County may be considered for funding the Agricultural Land Trust,Clayton Ranch,and other land that may be considered to be protected from development. 2. REQUEST a report within 30 to 45 days on the result of said research with recommendations on the process and timeline for applying for grants from the Packard Foundation. 3. REQUEST recommendations from staff as to appropriate amounts of funding to be requested and any recommendations regarding appropriate lands based upon prior Boarddecisions. 4. ESTABLISH Supervisors Donna Gerber and Joe Canciamilla as the Board's ad hoc committee to work with staff in exploring the fund and recommendations prior to a report to the full Board. (i4sB6) fIY BACKGROUND: The Contra Costa County Board of Supervisors has established an Agricultural Land Trust designed to preserve agricultural land from development. The initial funding for the trust is insufficient to make a significant impact on the preservation of agricultural lands. As a county,we need to look for alternative funding for the Land Trust. Recently,the David and Lucile Packard Foundation announced that it would donate$175 million over the next five years to protect open space,farmland and wildlife habitat across California. Contra Costa County should make every effort to avail itself of such funding and we should be proactive about exploring this source of funding. Often, long-time landowners who have agricultural land express their desire to keep it agricultural, but also express the difficulty of doing so without economic incentive. Over the years,leaders in the County have had the foresight to find ways to protect open space and preserve and expand parkland. This is becoming more difficult in areas designated as agricultural by the General Plan because of increasing property values and pressure from speculative development interests. One way to counteract these pressures is to purchase land through the Agricultural Land Trust,which needs additional funding. Because most of the land that might be preserved through the Agricultural Land Trust is in Districts 3 and 5,these Board members should take a leadership role in working with staff to guide research and to make recommendations to the full Board. a ,sem .
