Financiiallmpact. There is no impact to the General Fund. The project is jointly funded by the Redevelopment Agency and the Southern Pacific Right of Way Trust fund. Ill. Reasons for Recommendations and Background: The Board of Supervisors directed the Public Works and Community Development Departments to develop a Management Program for the Southern Pacific Right of Way from Concord to the Alameda County line. The Management Program shall include a landscaping component that will provide criteria for landscaping within the right of way and look at financing mechanisms for implementation and maintenance of landscaping. An advisory committee was formed to work with the two departments to development the landscaping component of the Management Program. The Advisory Committee is comprised of a representative from the East Bay Regional Park District and citizen representatives from the cities of San Ramon, Danville, Concord, Walnut Creek and Pleasant Hill, the community of Alamo and Supervisor Districts 3 and 4. The committee determined that consultant services would be necessary to develop the landscaping component of the Management Program. A request for proposals was sent to several landscape, planning and financial consultants. We received eight proposals. A subcommittee of the Advisory Committee short-listed the proposals and interviewed the top four firms'. Bluhon Planning Group was selected to do the work. IV. Recommended Action: APPROVE and AUTHORIZE the Chief Engineer to execute the Consulting Services Agreement with Subsurface Consultants, Inc. to provide a geotechnical consultation on the project site during construction of the above-referenced project. Il. Approve Consulting Service Agreement with Subsurface Consultants, Inc. regarding Geotechnical Consultation for the San Ramon Creek Improvement Project, Alamo area. Page 2 April 21, 1998 III. Reasons for Recommendations and Background: San Ramon Creek, between Chaney Road and Livorna Road, is an unimproved natural channel. The previously approved project will consist of widening the channel and constructing bank protection measures to reduce the risk of flooding to the adjacent neighborhood and protect the channel banks from erosion. Bank protection measures will consist of a concrete drop structure, a concrete bank energy dissipater wall, a rectangular concrete channel, rock slope protection and rock-filled gabion baskets. Geotechnical Consultation is needed for the foundations of these structures. The "on-call" services of a consultant are needed to provide a review of the geological formations uncovered during construction and to revise previously provided geotechnical recommendations as necessary. Subsurface Consultants, Inc. performed the previous geotechnical investigation of this project and is most qualified to augment or revise those recommendations. IV.
