1. Recommended Action:
APPROVE the Expenditure Plan for the Solano Way Transportation Trust Fund.
11. Financial Impact:
The Expenditure Plan proposes allocating revenues held in the Solano Way Transportation Trust
Fund and interest earned by this fund. There is no impact to the General Fund.

On December 12, 1995, the Board of Supervisors adopted the Tosco General Plan Amendment
and set forth the procedure for the ultimate vacation of Solano Way and portions of Waterfront
Road. This action was based on a November 13, 1995, Memorandum of Understanding (MOU),
between Tosco Corporation and the County where Tosco agreed to pay the County a $5 million
mitigation fee over ten years in exchange for the road closures. According to the MOU, the
County's, compensation is not restricted or limited in any manner so long as the funds are used
for transportation improvements in the North Concord/East Martinez area.
The Board also established a Trust Fund for deposit of the $5 million in mitigation funds including
interest earned on the fund. The fund is administered by the Public Works Department.
The Board of Supervisors appointed a citizen's committee to work with the Public Works
Department to draft an Expenditure Plan for the trust fund. Several projects were selected and
a subsequent Expenditure Plan authorized a preliminary allocation of funds to study each project
and generate cost estimates. The studies have since been completed. The purpose of this
Expenditure Plan is to authorize the allocation of funding for the construction of these projects.
Blum Road Frontage and Drainage Improvements
$500,000
Blum Road serves both a commercial and residential area. The project limits extend from
Pacheco Boulevard to Imhoff Drive. The existing road consists of two twelve foot lanes with small
sections of curb, gutter, and sidewalk. Drainage facilities primarily consist of open drainage
ditches with some drainage inlets and pipe in areas with curb and gutter. The proposed project
would include widening, curb and gutter, sidewalks, underground drainage facilities, and a
pavement surface treatment. Additional funding sources will be sought to supplement the
mitigation fund.
Arthur Road Frontage and Drainage Improvements
$500,000
Arthur Road serves both a commercial and residential area. The road is also a connector between
Pacheco Boulevard and Interstate 680 southbound off ramps and northbound on ramps. The
project limits extend from Pacheco Boulevard to Interstate 680. The existing road consists of two
twelve foot lanes with wider pavement sections where curb, gutter, and sidewalk have been
constructed. Drainage facilities primarily consist of open drainage ditches with some drainage
inlets and pipe in areas with curb and gutter. The proposed project would include widening, curb
and gutter, sidewalks, underground drainage facilities, and a pavement surface treatment.
Additional funding sources will be sought to supplement the mitigation fund.

Port Chicago Highway Bike Lanes and Pedestrian Path
$20,000
The Port Chicago Highway Bike Lanes and Pedestrian Path is located in the Clyde area on Port
Chicago Highway between Sussex Street and State Route 4. The bicycle trail would connect the
community of Clyde to an existing bicycle/pedestrian trail south of State Route 4. The existing trail
connects to the North Concord/Martinez BART station. The proposed trail would consist of an
eight foot wide asphalt concrete paved surface and two foot shoulders. Other funding sources
for this project include Transportation for Clean Air grants.
Arnold Industrial WaylState Route 4 Ramp Signal
$30,000
The proposed project is located on Arnold Industrial Way at the State Route 4 westbound on and
off ramps. The existing intersection requires the off ramp traffic to stop. All other movements are
not stop controlled. The proposed project consists of improving the intersection by installing a
traffic signal and other minor geometric improvements to enhance the capacity sight distance at
the inte section. Other funding sources for this project include Caltrans participation and
Developer Contributions.
Administrative Costs
$10,000
This item allows staff of the relevant County departments to charge for time actually spent in
administration of this account. Other staff charges for specific projects authorized under this fund
will be charged against those projects subject to the approval of the Public Works Director.
Pacheco Boulevard Widening and Realignment
$3,940,000 (remainder)
Pacheco Boulevard serves as a main north/south connector and bypass to Interstate 680. With
the closure of Solano Way, it is anticipated that Pacheco Boulevard will absorb some of the
diverted traffic. Traffic volumes are anticipated to increase as Interstate 680 becomes more
congested. To accommodate the diverted traffic and anticipated increase in traffic, it is proposed
to have Pacheco Boulevard widened from its current two lane configuration to a four lane
configuration from Blum Road to Arthur Road with either a median or two way left turn lane. It is
also proposed to realign a section of Pacheco Boulevard in the vicinity of the Burlington Northern
and Santa Fe Railroad over crossing. This will require a new railroad over crossing be
constructed. In order to fully fund the project, a portion of the mitigation money allocated will be
used to begin the environmental clearance, railroad negotiations, etc., to bring the project to a
favorable state of readiness to compete for other funding. Other funding sources Public Works
is seeking is federal ISTEA funds.

Solano Way Transportation Trust Fund
Expenditure Plan

This fund was established by the Board of Supervisors to handle the mitigation monies
received from the Tosco Corporation in exchange for the closure of portions of Solano Way
and Waterfront Road in the North Concord and East Martinez area. The closure of these
roads has eliminated an important bypass facility to Interstate 680 from State Route 4 to
Marina Vista Road. The mitigation amount originally funded is $5,000,000 over a ten year
period. Interest payments will increase the value of this account and should generate
sufficient additional funds to help pay for the projects and expenses described below.
In order to be eligible for funding from this account the project must', be transportation
related and located north of State Route 4 within the North Concord, East Martinez, or
Clyde area.
PROCEDURE FOR FUNDING
All projects proposed for funding from this account shall be forwarded to the Public Works
Department for review as to the appropriateness for utilization of monies from this fund.
The request shall state the relationship of the project to this expenditure plan and provide
estimated costs and a project description. This should be done early in the conceptual
planning process.
Funding recommendations shall be forwarded by Public Works to the Transportation
Committee of the Board of Supervisors and the Board for action.
Expenditures from the fund shall give priority on facility construction projects over studies.
Before charges can be made against this fund, the project must be authorized according
to this procedure.
The following represents the top priority projects for the expenditure of funds.
ELIGIBLE PROJECTS WITHIN TOP PRIORITY
1. PA HECO BOULEVARD WIDENING AND REALIGNMENT (ProjectNo.o. 0662

Boulevard to Interstate 680. The existing road consists of two twelve foot lanes With
Wider pavement sections where curb, gutter and sidewalk have been constructed.

4. PORI CHICAGO HIGHWAY BIKE LANE„ AND PEDESTRIAN PATH (Project No.
4660-6X4M The Port Chicago Highway Bike Lanes project is located in the
Clyde area on Port Chicago Highway between Sussex Street and State Route 4.
The bicycle lanes and pedestrian facility would connect the community of Clyde to
an existing bicycle/pedestrian trail south of State Route 4.j The existing trail
connects to the North Concord/Martinez BART station. The proposed project would
consist of on-street bike lanes and a separate pedestrian path.
5. ARNOLD INDUSTRIAL WAYISTATE ROUTE 4 RAMP SIGNAL (Project No. 0662-
6R4117): The proposed project is located on Arnold Industrial Way at the State
Route 4 westbound on and off ramps. The existing intersection requires the off
ramp traffic to stop. All other movements are not stop controlled. The proposed
project consists of improving the intersection by installing a traffic signal and minor
geometric improvements to improve capacity and sight distance.
