Pilot Project to Spay/Neuter Puppies and Kittens Prior to Adoption
SPECIFIC REOUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION
Recommendation:
Authorize the Animal Services Director to engage in a pilot project with the Animal Rescue Foundation and/or
the Contra Costa Humane Society to provide for the spaying and neutering of shelter puppies and kittens
before their adoption at no cost to the County.
Backgrounds
The Animal Rescue Foundation and the Contra Costa Humane Society have indicated an interest in assisting
with the spaying and neutering of shelter puppies and kittens prior to adoption as a way of reducing the
number of unwanted puppies and kittens in the County.
The Animal Services department adopted out over 1300 puppies and kittens last year. The new owners paid
for a spay/neuter certificate to be used for the spaying/neutering of animals adopted from the County.
However, about forty percent of the certificates were not redeemed by the new owners. While the number of
unredeemed certificates may not accurately reflect the number of animals which were not altered, arranging
spaying and neutering of all puppies and kittens prier to adoption should reduce the number of unwanted
puppies and kittens produced in the County. Working with the Animal Rescue Foundation and the Contra
Costa Humane Society should allow the County to develop a Cooperative public-private partnership program to
further the goal of reducing the number of unwanted puppies and kittens in the County.
Fiscal Impact:
This action should be revenue neutral. The County already Collects a fee from new owners for the
spaying/neutering of animals that are adopted from the County shelter facilities. During the pilot project, the
cooperating agencies have agreed to pay the additional costs of spaying/neutering, providing transportation of
the animals, and providing surgical after-care for the animals.
