RECQMMEI DED ACTIC}N: Approve and authorize the Community Services Director or designee to terminate Head Start Family Child Care services Contract #38-428 with Lisa Ann Finnie. II. MAMIAL IMPACT: These contracts are funded through the U.S. Department of Health and Human Services, Administration for Children and Families (AFC). No additional County funding is required. III. REASMUYI :JIESt On December 16, 1998, the Board of Supervisors authorized the Community Services Director to execute contracts with Head Start Family Day Care Providers in order to provide full day Head Start program services, beginning January 1, 1998, Since then, Head Start children have been receiving child care services in all but one provider facility. Ms. Finnie has no Bead Start children in her facility at this time, nor has she provided child care services to any Head Start children at any time during the term of her contract. Termination of this contract would allow the Community Services Department to initiate contracts with other Family Day Care Providers in order to continue our fall day Head Start services. FINANCIAL IMPACT: This contract is funded through the U.S. Department of Health and Human Services, Administration for Children and Families (AFC). No additional County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Approval of this contract will allow for the continued training of Head Start staff of developmentally appropriate classroom practices. Trainings such as this help Head Start employees achieve the program's overall goal to bring about a greater degree of social competence in preschool children from low-income families. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency Agreement #39-811-6 with the Contra Costa Community College District to reduce the contract amount by $31,870 for a new maximum reimbursable amount of $827,936 for expanded state preschool program services for the period from January 1, 1998 through June 30, 1998; and, APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency Agreement #39-850 with the Contra Costa Community College District in the amount of $58,458 for full-day preschool program services for the period from January 1,' 1998 through June 30, 1998. H. FINANCIAL IMPACT: No County funding is required. The Contra Costa Community College District receives its funding for this service from the California Department of Education. III. fH� DRENIS IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: Can June 17, 1997 the Board approved a funding agreement with the Contra Costa Community College District (College District) for expanded state preschool services. Since then, the State Department of Education has authorized partial year funding through June 30, 1998 for a full-day preschool program. Annualized funding for this program will be effective July 1, 1998. The full- day program is dual funded with existing State Preschool and new expansion funds, therefore impacting the maximum reimbursable amount of the County's existing Interagency Agreement with the College District. Approval of these contracts will allow the County to provide quality child care to low-income children on a full-day basis. G TO: BOAR© OF SUPERVISORS ? Agreement for LAN/WAN Technical Support SPECIFIC REQUEST{S}OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Ia RECQMMENDED ACTION: Approve and authorize the Chair of the Board of Supervisors to execute an agreement amendment with Ryno Imaging Systems,Inc.to increase the payment limit from $250,000 to $350,000. II. FINANCIAL IMPACT: This action if approved will not result in any increased cost to Department of Information Technology. III. REASON FOR RECOMMENDATION AND BACKGROUND: Many county departments started using Local Area Networks(LAN)and Wide Area Networks (WANs)as a way to enable their staffs to have access to more and better automated data. This is relatively new technology and like many organizations we do not have fully trained staff to service all the demands of our customers. We have initiated this contract with Ryno so their LAN/WAN technical staff can assist our staff. We are developing an in-house staff,but until we have adequately trained Network staff we will need to use outside assistance to meet the demand. IV. CONSEQUENCES OF NEGATIVE ACTION: If the request is not approved, Department of Information Technology will not be able to provide timely technical support to our customers. REASONSRE.ASONS EQR QMMENDATION The State of California,Employment Development Department will provide confidential wage and claim information to local government entities pursuant to the provision of Sections 1095(e)and(i)of the California Unemployment Insurance Code. The information provided to the county facilitates in locating employment history,information assets and assists in the determination of debtors ability to pay outstanding county debts. The county enters into a two-year agreement with the State of California to provide the information. The term of the agreement is for July 1, 1998 through June 30,2000.
