IT IS BY THE BOARD ORDERED that permission is granted to Christopher Levesque to completely close a portion of the cul-de-sac at 2764 West Newell Avenue, Walnut Creek, except for emergency traffic, on Saturday, July 18, 1998, for the period of 9:OOAM through 7:OOPM, subject to the following conditions: 1. Traffic will be detoured via neighboring streets. 2. All signing to be in accordance with the State of California Manual of Traffic Controls. 3. Background and Reasons for Recommendations: The Public Works Department is involved in various projects in the County which require soils investigation for the County, Flood Control District and Redevelopment Agency projects. The Public Works Department recommends that the services of Subsurface Consultants, Inc., be used in some of these projects. The term of this Agreement extends through the completion of all assigned projects. IV. Consequences of Negative Action: Negative action will result in an incomplete assessment of properties which the County wishes to acquire or has an interest. II. Financial Impact: Payment totalling $350.00 from Contra Costa County Redevelopment Agency funds. Ill. Reasons for Recommendations and Background: The proposed project is planned to help revitalize the neighborhood by constructing the following infrastructure improvements: (1) pavement widening, slurry-seal and frontage improvements (curb, gutter and sidewalk) on North Broadway, Soano and Poinsettia Avenues; (2) a new storm drainage system on Poinsettia and extension of existing storm drains on North Broadway and Solano Avenues; (3) construction of a new road (Pullman Avenue) from Fairview to North Broadway; and (4) installation of street lights on Pullman Avenue. A significant number of upgrades to the water and sewer facilities will also be constructed. The above-referenced property rights are necessary to provide for the relocation of utilities and the construction of frontage improvements. IV. Consequences of Negative Action: The project will not have sufficient land rights to allow construction in accordance with the approved plans and specifications.
