SUBJECT. LEGISLATION: SB 2030 (COSTA) -EVALUATION OF THE ADEQUACY OF THE
CURRENT CHILD WELFARE SERVICES BUDGETING METHODOLOGY
SPECIFIC REOUEST{S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT a position in SUPPORT of SB 2030 by Senator Jim Costa.
BACKGROUND:
On December 9, 1997, the Board amended its 1998 Legislative Program to add,
among other items, the following:
"14. APPROVE the attached letters to this County's legislative
delegation and the State Administration and AUTHORIZE the
Chair to sign them, supporting recommendations to ...
❑ Support efforts to conduct a Child Welfare Services
yardstick study that will adjust future Child Welfare
allocations."
Senator Costa has introduced SB 2030 which, as introduced, does the following:
Requires the State Department of Social Services to contract with an
appropriate and qualified entity to conduct an evaluation of the adequacy of
current child welfare services budgeting methodology, and would require the
department to report to the appropriate committees of the Legislature by
January 30, 2000.

An act to add Section 10609.5 to the Welfare and Institutions
Code, relating to child welfare services.
LEGISLATIVE COUNSEL'S DIGEST
SB 2030, as introduced, Costa. Child welfare services:
funding: study.
Existing law provides for the administration of various child
welfare services pursuant to regulations and procedures
adopted by the State Department of Social Services.
This bill would require the department to contract with an
appropriate and qualified entity to conductan evaluation of
the adequacy of current child welfare services budgeting
methodology, and would require the department to report to
the appropriate committees of the Legislature by January 30,
2000.
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
The people of the State of California do enact as follows•
1 SECTION 1. The Legislature finds and declares all of
2 the following:
3 (a) The safety of children is the paramount goal of the
4 child welfare services system.
5 (b) The existing approach to budgeting and funding
6 child welfare services was established over 15 years ago,
7 and it is in the best interest of children for the Legislature

2 -1 to find out if the system is outdated and inappropriate as
2 a means of adequately funding the program today.
3 (c) Numerous and significant changes in child welfare
4 services policy and practice, as well as demographic and
5 societal changes over the past 15 years, have dramatically
6 affected the workload demands of the current system and
7 its ability to deliver high quality child welfare services.
8 Some of these changes include:
9 (1) An explosion in the number of children at risk of
10 abuse, neglect, and exploitation due to substance abuse in
11 families.
12 (2) An overall increase in the number and complexity
13 of stresses on vulnerable families, and a corresponding
14 rise in the level of dysfunction in the families and children
15 in need of child welfare services..
16 (3) Over a decade of new state and federal laws and
17 regulations that have impacted the workload demands of
18 the system.
19 (4) The implementation of promising advances and
20 innovation in child welfare services practice and delivery
21 at the local level, such as family conferencing and
22 wrap-around services.
23 (5) The implementation of the child welfare services
24 case management system.
25 (d) These changes and many others have contributed
26 to a serious need for a reevaluation of California's
27 methodology for budgeting and funding the child welfare
28 services system.
29 SEC. 2. Section 10609.5 is added to the Welfare and
30 Institutions Code, to read:
31 10609.5. (a) The department shall contract with an
32 appropriate and qualified entity to conduct an evaluation
33 of the adequacy- of the current child welfare services
34 budgeting methodology and make recommendations for
35 revising the budgeting methodology in order to
36 accurately and adequately fund the system. This
37 evaluation shall,at a minimum, consider the impact of the
38 following factors on the budgeting methodology:
39 (1) The current state and federal statutory and
40 regulatory environment for child welfare services..
