Martinez,Executive Director SUBJECT: ADVISORY DOUSING COMMISSION APPOINTMENTS The Advisory Housing Commission of the Housing Authority of the County of Contra Costa has seven.Advisory Housing Commissioner positions, five of those positions serve at-large for a four year period and tow positions serve as tenant commissioners for a two year period. On March 31, 1998 the two tenant positions will expire. The two Commissioners serving on the Advisory Housing Commission, whose terms will expire on March 31, 1998 are. 1. Edith Voorhies 2100 Buchanan Road, #C-506 Antioch, CA 94509 Mrs. Voorhies was originally appointed on April 18, 1989. She was re- appointed for the second time on July 12, 1994 and the third time on June 3, 1996. 2. Julie Medina 3283 Tioga Road, #101 Concord, CA 94521 Ms. Medina was originally appointed on July 21, 1991. She was re-appointed for the second time on July 12, 1994 and the third time on June 3, 1996. Both Commissioners' Voorhies and Medina have expressed they would like to continue to serve on the Advisory Housing Commission. It is the recommendation of the Housing Authority to re-appoint them. CLIFFORD PISENTI FROM THE DISCOVERY BAY MUNICIPAL ADVISORY COUNCIL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION RECOMMENDED ACTION: As per the attached letter, accept the resignation of Mr. Clifford Pisenti from the Discovery Bay Municipal Advisory Council. As mutually agreed upon between the District V Supervisor and the balance of the Discovery Bay MAC, this position will remain vacant. BACKGROUND INFORMATION: When the proposed formation of the Discovery Bay Community Service District was heard before the Local Agency Formation Commission, a condition was placed on the CSD formation that if the measure was successfully approved by the voters that the Discovery Bay CSD would assume its responsibilities on July 1, 1998. An additional condition placed on the formation of this district was that the Discovery Bay Municipal Advisory Council would cease to exist as of December 1998. This is when Mr. Pisenti's term would have normally expired. The Discovery Bay MAC is an elected body. However, in the event of the resignation of a Council member, the vacancy would be filled by a nomination by the District V Supervisor for ultimate approval by the Board of Supervisors. Given the fact that this process would take approximately one to two months, leaving a term balance of only six months, it was the consensus of both the District V Supervisor and the Discovery Bay MAC that this position would be difficult to fill and should remain vacant.
