Whereas.,on April 16, 1998,the Child Abuse Prevention Council of Contra Costa County
is presenting the Annual Warrington Stokes Awards for significant contributionto the
field of child abuse prevention in Contra Costa County. The Awards are named in honor
of the former Chief of Program Planning for the County, Warrington Stokes. They are
given in four categories: Community Service,Direct Service Practitioner, Child'
Protective Service Worker, and Special Achievement.
Although the awards themselves are given to only a handful of individuals each year,the
Awards Ceremony is a time for acknowledgment of the commitment and compassion of
the countless individuals and agencies that provide critically needed services to the
children and families of our County,despite limited resources and increasing demands for
services. We are all fortunate to be able to benefit from their continuing services on
behalf of children and families.
Contra Costa County acknowledges the dedication and hard work of many individuals
and agencies working in the field of Children's and Family Services and appreciates their
continuing commitment to provide essential child abuse prevention, intervention, and
treatment, as well as supportive family services, in communities throughout our County.
NOW, THEREFORE,BE IT RESOLVED that the Board of Supervisors declares April
16, 1998 as CHILDREN'S AND FAMILY SERVICES PROVIDERS' DAY in Contra
Costa County.
Passed and Adopted on April 14, 1998,by a unanimous vote of Board members present.

PREVENTION MONTH IN RESOLUTION NO. 98/158
CONTRA COSTA COUNTY ]
Contra Costa County recognizes that children are its most important resource, and that
they will shape and fulfill the County's future.
The alarmingly rising numbers of reported cases of child abuse are consequently cause
for great concern and heighten the need for increased protection and improved services
for abused and neglectedchildren.
The County realizes that this concern requires the joint efforts of medical,educational,
social, and criminal justice agencies,as well as active participation by alert and informed
citizens.

NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Centra Costa 1
County declares April 1998 as CHILD ABUSE PREVENTION MONTH in Contra Costa
County, and that all citizens dedicate themselves to the continuing need to combat abuse
at every level.

Dear Clerk of the Board:
On behalf of the California Environmental Health Association(C.E.H.A.),I am requesting that a proclamation
(or resolution)be passed in your county proclaiming the week of April 20-24, 1998,as"Environmental Health
Week"to coincide with our 47'Annual Educational Symposium, (A.E.S.),at the Monterey Conference Center in
Monterey. This A.E.S. is being hosted by the Northern Chapter of C.E.H.A.which include the counties of
Alameda,Contra Costa,Monterey, San Benito, San Francisco, San Mateo and Santa Cruz.
C.E.H.A. is a state-wide,non-profit professional association dedicated to improving the quality of life and health
through education and environmental protection. During the week of April 20-24, 1998,both governmental and
private industry professionals in the field of Environmental Health will be gathering to attend the A.E.S. The
conference theme, "Exploring the Greater Depths of Environmental Health'; will focus on refining our
fundamental skills and developing new skills to meet the challenges and demands'of the 218`Century.
With the current public and news media attention on environmental issues,passage of this proclamation creates
and excellent opportunity for the promotion and recognition of your county's environmental health programs.
C.E.H.A.requests that a proclamation be passed in each county throughout the state. Attached is a draft for your
review. A draft proclamation has also been submitted to the Governor's Office,pending approval and passage.
I would like to include a copy in our program binder,however,our printing deadline is Friday,March 27, 1998.

WHEREAS, the County of ( ) considers the health and well-being of its
residents as of the highest priority; and
WHEREAS, education, understanding and responsible enforcement of
regulations concerning all aspects of our environment is critical'in promoting
public health; and
WHEREAS, Registered Environmental Health Specialists and other
environmental health professionals are dedicated to protecting and preserving
our health and the environment, and comprise an important sector of the public
health community; and
WHEREAS, the California Environmental Health Association is dedicated to
improving the quality of life and health through environmental education and
protection; and
WHEREAS, during the week of April 20 - 24, 1998, the Northern Chapter of
the California Environmental Health Association will be presenting the 47th
Annual Educational Symposium in Monterey entitled, "Exploring the Greater
Depths of Environmental Health"; and

WHEREAS, we believe that our nation's most precious commodity is our youth; and
WHEREAS, "Boys and Girls Club"organizations throughout the nation strive to
provide a wholesome environment and supportive guidance to assist our youth',in developing into
responsible adults; and
KW RE. "', our own Last County.boys and Girls Flub is a character building
organization for young people who are seeking to prepare themselves to become better citizens
and leaders for tomorrow by developing those traits of character which have strengthened good
men and women of all ages; and
WHEREAS, the East County Boys and Girls Club demonstrates special concern for
at-riskyouth by offeringprofessional staff and dedicated volunteers with the provision of various
programs daily in neighborhood facilities; and
WHEREAS, in honor of the exemplary works of the Boys and Girls Club organization,
the East County Boys and Girls Club will be sponsoring an open house on Wednesday, April 22,
1998 from 3:Qtl p.m. to 8:00 p.m. at 1001 Stoneman Avenue in Pittsburg.
NOW, THEREFORE, BE IT RESO'L VED that the Board of Supervisors of the
County of Contra Costa, California, does hereby join with other cities and counties throughout
the.Nation in declaring the week of April 19, 1998 through April 25, 1998 as "National Boys and
Girls Club" Week.
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of
Contra Costa, California, does hereby commend the Boys and Girls Club Organization, and in
particular the.Fast County Boys and Girls Club, on its efforts to carry out the goals of the
organization through programs r�,f"athletic competition, social activity, civic service, and
charitable projects.

IN THE MATTER OF RECOGNIZING RESOLUTION NO. 98/IS6
THE DEDICATION OF THE PONY
EXPRESS MONUMENT TO THE CITY
OF LAFAYETTE
WHEREAS, THE PONY EXPRESS has been preserved by the City of Lafayette as an irnportant part of its
heritage;and
WHEREAS, THE PONY EXPRESS, served as a picturesque means of mail delivery',founded on April 3,
I860 and served for over 19 months as an effective mail service,until the completion of the transcontinental
telegraph line, and
WHEREAS, THE PONY EXPRESS carried mail more than 1,900 miles from the East Coast to California
in twelve to fourteen days. Prior to that,mail deliveries tools four to six weeks. While mail between San Francisco
and Sacramento was usually sent by boat,there were many times when the Express riders missed the Steamer. It
was at those times the mail was delivered by the Pony Express riding into Lafayette for a change of Horses before
venturing on to San Francisco,and
WHEREAS, THE "LAFAYETTE HOUSE" operated by N.P. Lake,served as The Lafayette Express
Station and was located at the corner of Mt. Diablo Boulevard and Moraga Road,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra'Costa County does
hereby honor and commend the

Recognizing Stuart 0. Mahler, Jr.
On Attaining the Rank Of Eagle Scout
WHEREAS,Stuart Mahler,Jr.,is an 18 year old student who graduated from Pittsburg High school in
June 1997 and is currently attending Los Medanos College in Pittsburg;and
WHEREAS,Stuart has been involved in scouting since the age of six,and is a member of Soy scout Troop
48 in Pittsburg,California,a troop sponsored by the Pittsburg Community Presbyterian Church,and
WHEREAS, Stuart has worked long and hard to meet the requirements necessary to achieve the rank of
Eagle Scout;and
WHEREAS, in his quest to attain the Eagle scout rank,Stuart undertook a project which involved the
planning,construction,and placement of three picnic tables at the community pool and recreational area at a
residential development in Antioch for the Antioch Hillcrest Homeowner's Association;and
WHEREAS, in order for Stuart to achieve the successful completion of his project he spent over 20 hours
planning and designing the picnic tables with attached benches;and
WHEREAS, in addition to the planning and designing of the project,Stuart spent an additional 14 hours
supervising and carrying out the project as well as supervising the efforts of fellow scouts,resulting in over a total
expenditure of 124 hours being spent toward this effort;and
WHEREAS,Stuart was honored at a National Eagle Court of Honor on Saturday,April 11, 1998 at the
Community Presbyterian Church in Pittsburg.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa,
California,does hereby commend Stuart on the successful completion of this very worthy project,and his attaining
the rank of Eagle Scout.
