In the Matter Of Resolution No. 98/1.82

OF APPROPRIATE JOB GROWTH AND
JOB RETENTION IN EAST AND WEST
CONTRA COSTA COUNTY
WHEREAS, encouraging appropriate job growth and job retention in East and West
County can significantly reduce the amount of traffic that congests our freeways; and
WHEREAS, a comprehensive transportation management solution that includes
appropriate job growth and job retention will help facilitate the completion of the economic
development goals of Contra Costa County; and
WHEREAS, traffic congestion continues to rank as Contra Costa County's most
significant problem in recent public opinion polls; and

in that significant congestion results from traffic heading out of the County in the morning and
into the County in the late afternoon; and
WHEREAS, recent demographic information suggests that in the City of Pittsburg alone
over 82% of employed residents commute to jobs outside the City; and
WHEREAS, appropriate new job growth and job retention in East and West County
