Recommended Action: DETERMINE that there is a need to continue the emergency action taken by the Board of Supervisors on June 4, 1998, pursuant to Public Contract Code Sections 22035 and 22080, to repair the "Hill 310" Land Creep, Bay Point. II. Financial lmpact: Total cost of repairs cannot be fully determined at this time, but staff is developing an estimate for completion of the repair. . Maintenance Div. Determine the Need to Continue the Emergency Action Regarding the Repair of`Hill 310"Land Creep April 14, 1998 Page Two Ili. Reasons for Recommendations and Background: A. On February 26, 1996, Public Works and Building Inspection were notified that cracks were occurring in Beaulieu Court. The County hired a geotechnical firm to identify the cause of the slide, and recommend and direct remedial actions to mitigate land movement. B. On March 19, 1996, the Board of Supervisors concurred in the County Administrator's proclamation of a local emergency. C. On June 4, 1996, the Board of Supervisors declared an emergency and authorized''the Public Works Director to proceed in the most expeditious manner to repair the area subject to creep. D. Repair status: All work within the public right-of-way is complete. William Dahn Construction completed the interior and exterior repairs to the houses on Beaulieu Drive and Beaulieu Court. A final inspection walk-through of each property occurred on February 25, 1996. As a result of the final inspection, miner items need to be addressed at three homes prior to acceptance of the work. The soundwall repair and remaining landscaping is expected to be completed by April 15, 1998, weather permitting. Geo Grout, Inc. completed the contract work to relevel the residences on Beaulieu Drive. The Public Works Director accepted this work as completed on January 27, 1998. A Notice of Completion was filed with the County Recorder. IV. Consuences of Negative Action: This project is the last in a series of sequential construction projects to stabilize the landslide and restore the streets, sidewalks, and residences of the affected neighborhood. A negative action would stop this process.
