SUBJECT: Participation in the Summer Youth Employment and Training Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOM ENDATIOiV#Sl:
Authorize the County Administrator, or designee, to execute an agreement between the County and
the Contra Costa County Office of Education, under the terms of which 1998 Summer Youth
Employment and Training Program (SYETP) participants will be placed in various County
departments to receive work experience during the period of June 9, 1998 through August 31, 1998
contingent upon execution of a master 1998 SYETP contract between the Contra Costa County
Private Industry Council and the Contra Costa County Office of Education for provision of the 1998
SYETP.
FINANCIAL. IMPACT:
The placement of 1998 SYETP participants in various County departments will result in no additional
personnel costs to the County, and the additional work provided by the participants should be of
more value than cost of supervision, work tools, and the other costs necessary to support the
additional workers.

CHILDREN'S IPACT.STATEMENT:
SYETP supports the community outcome of"Children and Youth Healthy and Preparing for Productive
Adulthood" by providing job training and experience to low income youth. No outcome data is available
at this time.
RACKGRQUNMEASQN(S) EQR RECOMMENDAMNtft
SYETP provides needed job-related training and income for low income youthof the County, while at
the same time providing needed services which cannot be met by existing County staff.
Each year the federal government provides funds to the County to conduct youth employment and
training programs, and regularly the Board has authorized departments to participate in the program
as they so choose. The program has proven to be beneficial to both the departments and the youth who
participate.
The recommended action will authorize department heads to enter into agreement with representatives
of the Contra Costa County Office of Education to place youth in work employment and training slots
within various departments determined by the department head.
Authorizing the County Administrator, or designee, to execute the agreement will expedite the process.
The program is scheduled to begin on June 9, 1998.
CONSEQUENCES OF NEGATUEACTION:
The consequences of negative action would be to deny the County departments of needed human
resources and any low income youth a meaningful job--related training experience.

I . RECC}MM =RD ACTION:
Approve and authorize the Health Services Director, ,or his designee,
Frank Puglisi, Jr. , to execute on behalf of the County, Contract
Amendment Agreement #26-009-20, effective April 1, 1998, to amend
Contract #26-009 .19, with Alhambra Radiology Associates,.
II . FINANCIAL IMPACT
This contract is included in the Health Services Department Enterprise
I budget. As appropriate, patients and/or third-party payors will be
billed for radiology services .
III . R SONS FOR REC0MMEN-DAT1ONS/BACKCRg3 TND:
The County has contracted for essential professional diagnostic
radiologic services since 1969 . On August 5, 1997, the Board of
Supervisors approved Contract #26-009-19, with Alhambra Radiology
Associates, for the provision of professional Diagnostic Imaging
services, for the period. from July 1, 1997 through June 30, 2000 .
As a result of the new diagnostic imaging technology at Contra Costa
Regional Medical Center, the hospital is able to transfer radiology
images via teleradiology to on-call radiologists.
Approval of Contract Amendment Agreement ##26-009-20, will allow the
Contractor to be reimbursed for the provision of continuous education
and training, and monthly telephone charges due to the expanded
services in the Diagnostic Imaging Service Department at Contra Costa
Regional Medical Center.

This Contract is 1004 funded by County Mental Health Realignment .
III . REASONS FOR RECC1►ME MDATIONSIBACKGROUND:
The Department ' s residential support program, called Supported Adult
Group Enterprises (S .A.G.E. ) provides Augmented Board and Care
Services designed to meet the needs of the seriously persistently
mentally ill (SPMI) adults, who currently reside in locked facilities
and state hospitals . Harmony Place is one of the few board and care
facilities that was able to meet the S.A.G.E. Program' requirements
under the Department 's Request For Proposal (RFP) .
Under Contract #24-681-29, Contractor will provide six (6) dedicate
beds for use by County-referred clients through February 28, 1999 .'

On April 8, 1997, the Board of Supervisors approved Contract,
#26-920-4 with James A. Rael, M.D. , Inc. , for the provision of
professional services as Medical Director of the County' s Adult
Detention and Juvenile Facilities, for the period from April 1,',
1997 through March 31, 1998 .
Approval of Contract #26-920-5, will allow Dr. Rael to continue
providing services through March 31, 1999 .

Approve and authorize the Health Services Director, or his designee
(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
#26-300-1 with Stephen Dossick, M.D. (Specialty: Psychiatry) , in the
amount of $148,200, for the period from April 1, 1998 through March
31, 1999.
II . FINANCIAL IMPACT:
Cost to the County depends upon utilization. As appropriate, patients
and/or third party payors will be billed for services.
III . REASONS FOR- RECOMMENDATIONS/BACKGROUND:
For a number of years the County has contracted with Medical and
Dental Specialists to provide specialized professional services which
are not otherwise available in its hospital and health centers.
On April 22, 1997, the Board of Supervisors approved Contract #26-300
with Stephen Dossick, M.D. , to provide temporary psychiatric services
to the adult inmate population, as required by the Jail Medical
Services section of the Department ' s Division of Hospitals and Health
Centers, for the period from March 20, 1997 through March 31, 1998.
Approval of Contract #26-300-1 will allow Contractor to continue
providing services through March 31, 1999 .
