DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 22037 of the Public Contract Code, and ADVERTISE for bids to be received on Tuesday, May 12, 1998, at 2.00 p.m. 11. FINANCIAL IMPACT: The estimated contract cost of the project is $152,300 funded by Contra Costa County (Local Road Funds) (100°!x). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to provide exclusive right turn lanes for both Neroly Road and O'Hara Avenue to improve traffic flow. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because the project is a minor alteration of existing facilities. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The recommendation is based on the following: The proposed project consists of minor roadway widening and associated improvements. This is a minor alteration of existing facilities resulting in a negligible expansion of use. All work will be performed within existing right-of-way. The proposed project will not result in the removal of any scenic resource. What changes to the project would mitigate the identified impacts. NIA USGS Quad Sheet Brentwood Base Map Sheet# Parcel # N/A GENERAL CONSIDERATIONS: 1. Location: Neroly Road and O'Hara Avenue are located in the east county area of Oakley (Figures 1 4). 2. Project Description: The proposed project consists of widening Neroly Road from the existing 34 foot width to 57 feet. Widening begins at the intersection of O'Hara Avenue and Neroly Road and extends approximately 1,100 linear feet up Neroly Road. The Neroly Road widening will accommodate three 12-foot travel lanes, an 8-foot bike lane, an 8-foot striped median and a 5-foot shoulder. O'Hara Avenue will be widened from the existing 34 foot width to 49 feet between Neroly Road and Vintage Drive which is approximately 1,300 linear feet. The O'Hara widening will accommodate three 12-foot travel lanes, an 8-foot bike lane, and a 5-foot shoulder. Exclusive right-tum lanes fare included in the project for both Neroly Road and O'Hara Avenue which will improve traffic flow. Ancillary features of the project include such things as relocation of a road side ditch and drainage inlets, that are necessary to accommodate the road widening, and roadway striping (Figures 3 & 4). 3.
