County SUBJECT: CSA EM-1 Tentative Report (Measure H) SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt resolution confirming Tentative Report for CSA EM-1 (Emergency Medical Services) and declaring intent to levy specified assessments to be collected with the FY 1997-98 property taxes. FISCAL IMPACT: No General Fund impact. Proposed FY 1997-98 assessments for CSA EM-1 total $4,392,731.50. BACKGROUND: Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical service system as approved by the voters with the passage of Measure H in November 1988. Enhanced EMS services include (1) the addition of six staffed paramedic ambulance units bringing the total number available to respond to 9-1-1 calls to 19; (2) training and equipping firefighters countywide with automatic defibrillators; (3) improvements in the communications systems used for providing base hospital medical direction to paramedics in the field and for dispatching ambulances; (4) providing caches of medical supplies stored at fire stations for use in multicasualty incidents or disasters; and (5) costs for maintaining access to the Poison Control Center for 9-1-1 calls. The basic assessment rates proposed are $3.94 per single family residence or benefit unit for Zone A (San Ramon Valley) and $10.00 per single family residence or benefit unit for Zone B (balance of county). The lower rate for Zone A does not include a paramedic ambulance subsidy. The proposed FY 1997-98 rates are unchanged from the previous year. CONSEQUENCE OF NEGATIVE ACTION: Failure to set the CSA EM-1 assessment rate prior to August 10, 1997 may result in the EM-1 assessment not being included in the property tax bills. a� CONTINUED ON ATTACHMENT: yes SIGNATURE ° - j. Zone B: Those parcels located within Contra Costa County, but not within Zone A, above. ASSESSMENTS will be levied on each parcel based upon a formula using the following factors: BENEFIT UNIT: A number of BENEFIT UNITS has been assigned to each parcel based upon the Assessor's Use Code classification. For example, a single family residence (Use Code 11) is assigned one BENEFIT UNIT. Parcels with other Use Code classifications are assigned a number of BENEFIT UNITS based upon the relative benefit from the miscellaneous extended services provided under CSA EM-1. Exhibit A is a Table of BENEFIT UNITS showing the number of BENEFIT UNITS assigned parcels for each Use Code classification. RATE: The RATE is the dollar amount of the ASSESSMENT levied per BENEFIT UNIT. Separate RATES have been established for each zone based upon the miscellaneous extended services to be provided within that zone. The formula for calculating the ASSESSMENT on each parcel is as follows: ASSESSMENT = BENEFIT UNITS x RATE Zone A The RATE which has been established for Zone A is: $3 .94 per BENEFIT UNIT Exhibit B is the "Zone A - Table of Assessments, " showing the ASSESSMENT established for each parcel according to its USE CODE. A description of each parcel and the USE CODE number assigned thereto is contained in Exhibit C. The total ASSESSMENTS for Zone A are $169, 321.50 based upon 36, 505 ASSESSED PARCELS. Zone B The RATE which has been established for Zone B is: $10. 00 per BENEFIT UNIT Exhibit D is the "Zone B - Table of Assessments, " showing the ASSESSMENT established for each parcel according to its USE CODE. A description of each parcel and the USE CODE number of assigned thereto is contained in Exhibit E. WHEREAS County Service Area EM-1 has been established to provide enhanced emergency medical services as miscellaneous extended services pursuant to the County Service Area Law (Government Code Sections 25210.1 and following; WHEREAS the Tentative Report for CSA EM-1 , Fiscal Year 1997-98 has been filed with the clerk of the Board pursuant to Ordinance Code Section 1012-2.602; WHEREAS the Tentative Report sets forth proposed assessments for Zone A and Zone B, which have been established within CSA EM-1 to receive specified miscellaneous services; WHEREAS notice of Board hearing has been published pursuant to Government Code Section 6066; and WHEREAS at the public hearing, the Board afforded to every interested person an opportunity to make a protest or objection to the Tentative Report either in writing or orally and the Board has considered each protest and objection; BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the Tentative Report for CSA EM-1 , Fiscal Year 1997-98, and hereby declares its intent to levy the assessments identified therein for fiscal year 1997-98. The assessment for each parcel shall appear as a separate item on the tax bill to be collected at the same time and in the same manner as ordina.ry-county ad valorem property taxes and subject to the same penalties and the same procedure and sale in case of delinquency.
