Funding From the Federal Crime Bill
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Adopt a position in support of the Contra Costa County Probation.Department and the
County Administrator's Office pursuing up to $1,000,000 in Federal Crime Bill money for
the purposes of expanding the Orin Allen Youth Rehabilitation Facility in Byron by some
26 beds.
FINANCIAL IMPACT
For approximately $1,000,000, the Orin Allen Youth Rehabilitation Facility in Byron
could be expanded to house another 26 young male offenders. While most of the
infrastructure needed to support the additional 26 beds is currently available at Orin Allen,
there would need to be electrical upgrades to facilitate the additional beds. Additionally,
the cost of staffing the facility would need to be considered. Those costs might be
covered either with money that is currently coming from the State in the form of Ranch
and Camp subsidies, or by the reacquisition of Title IV-A/TANF funds which are currently
being debated by the State.
BACKGROUND
Funding from the Federal Crime Bill is being made available for local adult and juvenile
facility construction. Governor Wilson's current budget includes a 15% maximum
allowable for local detention facility construction under Federal Crime Bill guidelines: For
FY 1997-1998, estimated funds are some $15,000,000. Funds would also be made
available during FY 1998-1999 and through FY 1999-2000. The total estimated funds
available for this type of construction will be $60,000,000.

Contra Costa County Probation and the County Administrator's Office are requesting
permission from the Board'to submit.a grant for up to $1,000,000 to build the additional
26 beds at Orin Allen Youth Rehabilitation Facility. These beds would be used to house
more youthful offenders who now are being housed with the older population.
In addition to alleviating some of the crowding at Juvenile Hall, the addition of a younger
boys' dorm would allow for significant program changes which would make the Ranch
experience more meaningful to some of the more immature wards who are committed to
that facility. The time line for granting of this Federal Crime Bill money through the State
is a fairly quick,turnaround and it is believed that those counties,that receive funds will do
so by January, 1998.
The County Administrator and the County Probation Officer, with support from the
Juvenile Court Bench and Juvenile Systems Planning Advisory Committee (JSPAC)
recommends that the Board of Supervisors support this plan of action.
