Bragdon Director of Community Development DATE: July 15, 1997 SUBJECT: Reallocation of FY 1994/95 Community Development Block Grant Funds - Town of Danville SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE the reallocation of $10,000 in FY 1994/95 Community Development Block Grant (CDBG) funds allocated to Project # 20-14 Design Assistance Program ( Town of Danville) to project # 20-14-7 Estates Drive Asphalt Walkway (Town of Danville) APPROVE AND AUTHORIZE the Deputy Director - Redevelopment or his Designee to execute a Program Agreement in the amount of $10.,000 with the Town of Danville for the period beginning June 1, 1997* and ending June 30, 1998 . FISCAL IMPACT No County General Funds are involved (U.S. Department of Housing and Urban Development Funds BACKGROUND/REASON FOR RECOMMENDATIONS In FY 1994/95 CDBG funds in the amount of $10,000 were allocated to the Town of Danville to carry out the Design Assistance Program. Although the Town put considerable effort into promoting the program, there was no response by local businesses. Town and CDBG staff were unable to identify another eligible economic development project that would assist in the revitalization of, the downtown area. The Town of Danville requested CDBG staff's assistance in identifying an alternative project within Census Tract 3452 Block Group 4, which qualifies as an area of benefit under CDBG regulations and is adjacent to and within the redevelopment area. Danville has submitted an application to construct sidewalks on Estates Drive between Prospect Avenue .and San Ramon Valley Blvd. The project will benefit area residents, especially children who attend Montair Elementary School and will provide handicap access . CDBG funds are approximately '17% of the total project costs . The project is identified and consistent with the Town of Danville Capital Improvement Plan and General Plan. CDBG staff has reviewed the project application and has determined that the project meets a national objective and is an eligible activity as described in CDBG regulation. The project objective is consistent with revitalization efforts and is located within the vicinity of the originally funded project. The project also meets the community development needs of the Urban County as described in the FY 1995/99 Consolidated Plan.
