consolidate with the November 4, 1997, General Election the following:
A. Contra Costa Water District Governing Board Election; and
B. Diablo Water District General Election.

Election
Dear Chairperson DeSaulnier and Board of Supervisors:
Attached is Contra Costa Water District's Resolution 97-15: Calling, Providing for
Notice, and Requesting Consolidation of an Election to be Held in Two Division of
the District on November 4, 1977, and Providing for Related Matters. The two
Divisions are 1 and 2. Also attached are Contra Costa Water District Code of
Regulations, Chapter 2.24 - Candidate's Statements and Resolution 97-11: to Establish
a Voluntary Campaign Expenditure Limit.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE rye 0191,2
CONTRA COSTA WATER DISTRICT TO ESTABLISH A
VOLUNTARY CAMPAIGN EXPENDITURE LIMIT
WHEREAS, "The Political Reform Act of 1996," passed by the voters as Proposition 208
on November 5,1996, authorized local government entities to establish voluntary expenditure
off*
c for candidates and controlled committees of candidates for elective
ceilings b ice;
WHEREAS, the Contra Costa Water District Board of Directors has reviewed
Proposition 208 and hereby determines that a Voluntary expenditure ceiling and limits on the size
of campaign contributions are in the best interests of the residents of the District;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Contra
Costa Water District hereby establishes a voluntary expenditure ceiling pursuant to Government
Code Section 85400(c), in the amount of $0.25 per resident per election in each of the Contra
Costa Water District's five divisions, as determined from the most recent United Status Census
data available.
BE IT FURTHER RESOLVED, that each candidate for election to the District's Board of
Directors shall file with the District Secretary and with the Contra Costa County Elections
Official, a statement of acceptance or rejection of the voluntary expenditure ceiling established
herein, pursuant to the provisions of California Government Code Sections 85401 and 85602.
The foregoing Resolution was duly and regularly adopted at a meeting held on the
fourteenth of May, 1997 by the Board of Directors of the Contra Costa Water District by the
following vote of the Board.

RESOLUTION OF THE BOARD OF DIRECTORS OF CONTRA
COSTA WATER DISTRICT CALLING,PROVIDING FOR
NOTICE,AND REQUESTING CONSOLIDATION OF AN
ELECTION TO BE HELD IN TWO DIVISIONS OF THE
DISTRICT ON NOVEMBER 4, 1997,AND PRONIDING
FOR RELATED MATTERS.
BE IT RESOLVED by the Board of Directors of Contra Costa Water District that
Pursuant to Section 10403 of the Election Code, the Board of Directors does hereby
order and call an election to be held in two (2) divisions of the Contra Costa Water
District, to be held on November 4, 1997, and hereby requests, pursuant to elections
Code Section 10400 et seq., that the Board of Supervisors and the County Clerk of
Contra Costa County consolidate said election with the general election and the
elections of other districts and political subdivisions to be held on the same day in any
part of the territory of the Contra Costa Water District, and that the County Clerk
publish notice of said election, and issue declarations or candidacy and other documents
related to nomination and candidacy for election to the Board of Directors, all in
accordance with applicable laws.
BE IT FURTHER RESOLVED that the divisions of the District in which said
election shall be held are Divisions I and 2, of which a boundary map is hereto attached
as Exhlbit A and. made a part hereof.
BE IT FURTHER RESOLVED that the District Secretary is hereby directed to
transmit to the County Clerk copies of the following documents:
a. * Resolution No. 97-11, adopted May 14, 1997 in which the Board adopted
a voluntary campaign expenditure limit of twenty-five cents ($0.25),per resident of
each of the divisions in which said election will be conducted; and
b. Section 2.24 of the District's Code of Regulations, which provides,
pursuant to Elections Code Section 1337 (formally Section 10012) for candidates to
pay the actual prorated cost of printing, handling, translation, and mailing of his or her
candidates statement.

The regulation codified in this chapter is
adopted pursuant to Section 10012 of the Elec-
tions Code. (Reg.206(1))
2.24.020 Content—Costs.
A- Candidates'statements for inclusion in the
voters' pamphlet shall not exceed two hundred
words.
B. Each candidate who files a statement shall
be charged the actual prorated cost of printing,
handling, translating and mailing his statement.
The candidate shall be required to pay the esti-
mated amount of said cost at the time the state-
ment is filed. (Reg.206(2))
2.24.030 Additional materials prohibited.
No materials on behalf of a candidate other
than the candidate's statement shall be mailed
with the sample ballot. (Reg. 206(3))

A RESOLUTION OF THE BOARD OF DIRECTORS OF DIABLO WATER
DISTRICT REQUESTING THE BOARD OF SUPERVISORS TO
CONSOLIDATE THE GENERAL ELECTION OF DIABLO WATER
DISTRICT WITH THE GENERAL ELECTION OF THE COUNTY OF
CONTRA COSTA ON NOVEMBER 4, 1997
BE IT,RESOLVED by the Board of Directors of Diablo Water District that the
Board of Supervisors of the County of Contra Costa is hereby requested to order the
consolidation of the general election for directors of Diablo Water District with the
Contra Costa County General Election to be held on November 4, 1997.
BE IT FURTHER RESOLVED that the Secretary of this District is authorized and
directed to forward certified copies of this resolution to the Board of Supervisors, the
County Clerk, and the County Registrar, of the County of Contra Costa.
I certify that the foregoing is a true and complete copy of a resolution duly adopted
by the Board of Directors of Diablo Water District at a meeting thereof regularly held on
June 24, 1997, by the following vote:
