In general, the staff prepared comment letter seeks to ensure that impacts on the County's transportation system are accurately and fully analyzed, appropriate mitigation measures are identified, and sometimes specific mitigation measures are suggested to reduce the project's impact on the transportation system. Staff notes that the County has recently received a Draft Environmental Impact Statement/Report for the State Route 4 West Gap Closure Project from Caltrans. Staff is preparing to comment on this environmental document and review these comments with the Transportation Committee subject to the adoption of this referral policy.
