SUBJECT: Status Report on Elections Division Telephone System
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT report from the County Administrator on the status of the
telephone system upgrades in the Elections Division of the County
Clerk-Recorder Department.
BACKGROUND:
On June 10, 1997, the Board of Supervisors heard a report from
Steve Weir, County Clerk-Recorder, on the Contra Costa Elections
Division Corrective Action Plan. Following the report, the County
Administrator was requested to coordinate expediting repairs of the
phone system and to report on the status of those repairs in 30
days .
The Election Task Force "Review of the County Elections Office"
commented on the telephone system failure during the last election
noting, in general, that as a result of antiquated phone equipment
in the Elections Office and an unanticipated volume of telephone
traffic, the capacity of the County' s voice mail systems was
exceeded causing failure of the system. The report then cited
specific problems .
The General Services Telecommunication Division staff have been
actively working with Mr. Weir and his staff to develop a solution
to meet the telecommunications requirements for Elections . The
following steps have been completed in order to recommend a
telephone system for Elections :

W Evaluated the technical features of the current telephone
system.
W Identified past and present problems and practices of users .
N Conducted a needs assessment.
W Determined immediate and future requirements .
W Introduced different types of telecommunication applications
including Automatic Call Distribution (ACD) .
W Interviewed two County Election Offices about their phone
systems .
As a result of the comprehensive study, several options and
applications for an upgraded telephone system have been identified.
Telecommunications will meet with the County Clerk and his staff to
determine which option will be selected to upgrade the phone
system.
Elections Division staff feel the Automatic Call Distribution
system will resolve their problems . Bids are being received and
will be evaluated.
It is the intent of Telecommunications and Elections to have the
new system in place for the August 19 election. This fairly small
local election will provide an opportunity to work out any
unforeseen difficulties before the next general election.
