PACKAGE NO.3-CONSTRUCTION OF NEW HOSPITAL,2500 ALHAMBRA AVENUE,MARTINEZ(WH580B)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE the issuance of Change Order No. 111 to the Contract dated February 7, 1995 issued to Centex Golden
Construction Co. for the Construction of a New Hospital at 2500 Alhambra Avenue, Martinez, and AUTHORIZE the
County Administrator or his designee to execute the Change Order.
II. FINANCIAL IMPACT
Change Order No. 111 totals$157,883.00. Funds in the capital account established for the project are sufficient to cover
the amount encumbered by this contract, from bond proceeds specified to the project. Bond financing for the total
project cost was secured in May, 1992 in accordance with the Board of Supervisors' direction.

III. REASONS FOR RECOMMENDATIONS
Change Order No. 111 will provide for the following:
Proposed Change Order No..323
The contract specifications mandated that all fuel oil piping, including interior piping, should be
routed through double containment piping. Upon further investigation,it was determined that no code
or enforcement'agency required the double containment of interior fuel oil piping. Based on this, the
double containment requirement, for the interior fuel oil piping, was rescinded. A significant credit
was obtained for the deleted scope of work. ($25,000.00)
Proposed Change Order No. 501
The contract drawings and specifications depicted field fabricated column covers. The contractor
proposed, and the architect concurred, that the use of prefabricated Glass Reinforced Concrete
(GFRC) would produce a more aesthetic and consistent finish. The use of GFRC also reduces the
associated labor costs,for which the Owner took a credit. ($ 5,200.00)
Proposed Change Order No.539
The contract documents depict numerous electrical and mechanical utilities running through the exit
stairways. Exit stairways are prohibited from having any utilities,which do not directly serve the stair,
within the rated envelope. The solutions included increasing the rating on the stair soffits, which
enclose the utilities,and adding rated ceilings. $ 29,741.00
Proposed Change Order No. 558.2
In order to leverage existing utility services, the Owner has requested that the new lab building utilize
the existing hospital's central plant for chilled water service. In order to minimize time impacts, the
Contractor was authorized to purchase the chilled water piping. This piping will be installed
concurrently with other contract site utilities. $158,342.00
The new guaranteed maximum cost will exceed the total estimated cost stated in the construction contract agreement
approved by the Board on February 7, 1995. The new guaranteed maximum cost will total$47,783,810.00.
