AUTHORIZE the Deputy Director - Redevelopment of his designee to carry forward $20,000 in unexpended funds from project # 96-14, (FUNEN FY 1996/97) , Job Training and Placement program to project # ED 97-19 (Social Services Department 1997/98) , Job Training and Placement Program. 3 . APPROVE AND AUTHORIZE the Deputy Director - Redevelopment or his designee to execute a CDBG Interagency Agreement with the Social Services Department for $150,000, for the period June 1, 1997 and ending June 30, 1998 to carry out project #ED 97-19 . DEPUTY BACKGROUND/REASON FOR RECOMMENDATIONS The Board of Supervisors on April 8, 1997 approved an allocation of $130,000 in FY 1997/98 CDBG funds for use in carrying out the Jobs Skills Training and Placement program. Funds in the amount of $20,000 were allocated in FY 1996/97, to project # 96-14 to carry out a similar job training and placement program. The designated project sponsor for the FY 1997/98 and the FY 1996/97 project is the Foundation for Understanding and Enhancement (FUNEN) . The FY 1996/97 funds were not expended and are proposed to be added to project # ED 97-19 for a total . of $150, 000 . The purpose of ED 97-19 Job Training and Placement for Low-and Middle-Income Groups, as proposed, is to provide entry level computer training and job placement to 65 low and moderate income persons . This project is a collaborative effort between the Social Services Department - Service Integration Teams, FUNEN, and the Private Industry Council . In consultation with its collaborative partners and the CDBG Program Manager, FUNEN, due to a restructuring of its internal operations, has agreed that the Department of Social Services is better able, at this time, to meet the mandates of the CDBG program (Attachment A) . Diablo Blvd., Suite E - Walnut Creek, California 94596 - Tel: 510-935-2085 FAX 510-935-0115 July 1, 1997 Ms. Belinda Smith, Manager CDBG Program Community Development Department Contra Costa County 651 Pine St., 4th Floor North Wing Martinez, CA 94553 Subject: CDBG grant agreement- Computer Job Skills Training and Placement Project; grant year 1997-98 Dear Ms. Smith: This is in response to the discussion regarding completing the grant agreement for the project on Computer Job Skills Training and Placement for which the Foundation for Understanding& Enhancement (FUNEN), Private Industry Council of Contra Costa(PIC), and the Service Integration Team (SIT) have formed a collaboration partnership. Initially, it was proposed that FUNEN act as the fiscal agent for the team in addition to the training. After reviewing the scope and administrative requirements for the beneficiaries of the project, (i.e., the low income residents of North Richmond and Bay Point)we have jointly concluded that the project's interests will be better served if the Social Services Department of the County, of which SIT is a part, were to serve as the fiscal agent for the project. We, therefore, request you to permit this change in responsibilities and process the grant agreement so that project activities could be started.
