RECOMMENDATION:
ADOPT a position in SUPPORT of SB 616 by Senator Byron Sher, which, as
amended June 4, 1997, expresses the intent of the Legislature to increase the
number of foster and adoptive families available to each county through a regional
collaborative effort that maximizes resources and reduces duplication of effort.
BACKGROUND:
Contra Costa County is in need of foster and adoptive homes for dependent children.
Last year, the Social Service Department embarked on the Concurrent Planning
effort in order to ensure children entering foster care reach permanency if they do not
go home to their parent(s). For children not placed with relatives, the Department
is in need of foster homes that can commit to adoption. The Department has had
some success with the local recruitment efforts, billboards, bookmarks given at
libraries, providing information at fairs and other events, and in participating in the
KPIX Brian's Kids campaign.
Currently, Federal and State funds for recruitment efforts are limited. The Social
Service Department spends the allocation given to it under SB 2129 and then must
resort to County expenditures. Recruitment of foster and adoptive homes, given the
Governor's Adoptions Initiative, should receive additional attention and resources.

SB 616 currently expresses the intent of the Legislature to increase the number of
foster and adoptive families available to each county through a regional collaborative
effort that maximizes resources and reduces duplication of effort. The Social
Service Department staff are continuing to work with Senator Sher on this bill. The
Social Service Director recommends that the Board of Supervisors support SB 616.
SB 616 passed the State Senate June 5, 1997 on a vote of 38:0 and is awaiting a
Committee assignment in the Assembly.

SB 616, as amended, Sher. Children: . foster care and
adoption.
Existing law provides for the placement of a child in foster
care when the.child is removed from his or her family home,
and provides that a child may be placed for adoption if he or
she is not returned to the family home.

4 SECTION 1. (a) The Legislature finds and declare
5 all of the following:
6 (1) According to the American Public Welfare
7 Association, the population of children in foster care is
8 growing at an alarming rate and there are currently more
9 children entering the system than are exiting.
10 (2) In 1996, there were 100,000 children living in foster
11 care in California.
12 (3) California has an effective family .reunification
13 strategy that relies upon community foster homes.
14 (4) Many counties do not have enough available
15 licensed foster and adoptive families to meet the
16 increasing number of children requiring protective

18 (5) Consequently, counties use less effective and more
19 costly out-of-county placements in group homes.
