SUBJECT: Report from Health Services Director Regarding the Waterworld, USA,
Incident
William Walker, M.D., Health Services Director, presented an oral report on the
Health Services Department's response to the tragedy at Waterworld, USA, in
Concord on Monday, June 2, 1997. Dr. Walker expressed sympathy for the families
and persons involved in the incident and reported that the County's Mental Health
Crisis Intervention Teams are offering counseling services to the families, as well
as others involved.
Dr. Walker explained that the Emergency Medical Services Agency (EMS) responded
by activating the Multi-Casualty Incident Response Mode which was established after
the 1978 school bus accident on the 1-680 Marina Vista off-ramp in Martinez.
Dr. Walker stated that the Multi-Casualty Incident Response Plan has been
implemented in other major incidents, including the 1985 airplane accident at Sun
Valley Mall in Concord.
Dr. Walker provided an overview of the Multi-Casualty Incident Response principles
which ensure that no one hospital is overwhelmed with casualties and reported that
the Plan worked exceptionally well following Monday's accident at Waterworld,
USA.
