BRAGDONy,,, ,•;~4 DIRECTOR OF COMMUNITY DEVELOPMENT covK'�,� DATE: May 21, 1997 SUBJECT: Contract for the Preparation of the Environmental Impact Report for the Proposed Stone Valley Oaks (General Plan Amendment 950014, Subdivision 8016, Development Plan 963021 and Rezoning 963040) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development to execute on behalf of the County a Contract with the firm of Malcolm Carpenter Associates, in an amount not to exceed $53 , 980. 00, for the preparation of an Environmental Impact Report and Mitigation Monitoring and Reporting Program for the Proposed Stone Valley Oaks (County File Subdivision 8016, Development Plan 963021 and Rezoning 963040) . FISCAL IMPACT There is no fiscal impact to the County. The. cost of the Environmental Impact Report and the Mitigation Monitoring Program is paid for by WLM Properties, the project proponent. The proponent also pays an administrative fee (equivalent to 30% of the contract cost) which funds staff costs. BACKGROUND/REASONS FOR RECOMMENDATIONS The California Environmental Quality Act requires the preparation of an Environmental Impact Report for the proposed project where the project is subject to a discretionary action and where there are significant adverse environmental impacts. Several potentially significant environmental impacts were identified in the initial study prepared for the proposed project and by agencies/individuals responding to the Notice of Preparation. Failure to execute this contract would delay the preparation of the Environmental Impact Report and, subsequently, delay the decision on the project itself.
