SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair of the Board of Supervisors to sign a letter (Exhibit A) to the Chair
of the Contra Costa Transportation Authority, expressing the County's willingness to
work with neighboring jurisdictions in the Pleasant Hill BART Station Area to achieve
a positive solution to current issues.
FISCAL IMPACT
None directly to County General Funds. A resolution of this matter would preserve
the allocation of $6.3 million in Measure C funds for the Oak Park-North Main
realignment project.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Contra Costa Transportation Authority is preparing a biennial update to its
Strategic Plan, which lists projects to be funded with Measure C (1988) funds
administered by the Authority. The principal input to this process is provided by the

regional transportation committees. Among the projects in the Strategic Plan is the Oak Park-North Main
realignment project, which is intended to improve access to the Pleasant Hill BART Station area and
relieve congestion at the Treat-Geary-North Main intersection. This project, which was originally
nominated for the Strategic Plan by the County, is located in the City of Pleasant Hill. To date, the
project has not progessed beyond the planning stage. In order to help TRANSPAC make a
recommendation on Strategic Plan projects later this year, Chair Julie Pierce requested the
representatives of the City of Pleasant Hill and the County to indicate in writing to the Contra Costa
Transportation Authority the willingness of their respective jurisdictions to work together to reach a
positive solution to the issues which are delaying implementation of this project.

Dear Mr. Marquez:
At its meeting of May 8, 1997, TRANSPAC reviewed the status of several projects
included in the CCTA Strategic Plan. Among these projects was the Oak Park-North
Main realignment project, which is intended to improve access to the Pleasant Hill
BART Station area and relieve congestion at the Treat-Geary-North Main
intersection. This project, which was originally nominated for the Strategic Plan by
the County, is located in the City of Pleasant Hill. To date, the project has not
progessed beyond the planning stage.
In order to help TRANSPAC make a recommendation on Strategic Plan projects later
this year, Chair Julie Pierce requested the representatives of the City of Pleasant
Hill and the County to indicate in writing to the Contra Costa Transportation
Authority the willingness of their respective jurisdictions to work together to reach
a positive solution to the issues which are delaying implementation of this project.
This letter is in response to that request.
The County of Contra Costa is committed to working with neighboring jurisdictions
in the development of the Pleasant Hill BART station area. A Steering Committee
composed of representatives of the neighboring cities, the County, BART and local
interests meets periodically to review development proposals and to make
recommendations to the Board of Supervisors. In addition, we have been meeting
with interested parties in a renewed spirit of cooperation to achieve a positive
solution. The County is open to considering a range of land uses on the BART site,
including residential and parking as recommended by Pleasant Hill officials.
The Draft Environmental Impact Report for the Amendments to the Pleasant Hill
BART Station Area Specific Plan will be circulated for public review later this month.
This document addresses the issues and concerns which have been raised related to
development at the Pleasant Hill BART Station Area. We are hopeful that the City

of Pleasant Hill will indicate its willingness to proceed with the Oak Park North-Main
realignment project in its review and comment on the Specific Plan DEIR. The
County is confident that the issues which have stalled the Oak Park-North Main
project will be resolved in the months ahead and that this project will move forward
as provided in the Strategic Plan.
