C.119 LETTER, dated May 14, 1997, from M. B. Ketter, Chair, El Sobrante Municipal
Advisory Committee's Ad Hoc Committee on Garbage, recommending that the County
obtain the amount needed to complete the audit of the Richmond Sanitary Service (RSS)
from the General Fund and of their opposition to adding a surcharge to residents' monthly
garbage bills to finance the audit. (Considered with Item DA)
C.120 LETTER, dated May 12, 1997, from Nick and Margaret Young, 31 Corte Encanto,
Danville, CA 94526, requesting a review of Article 416-46 of the Contra Costa County
Code to provide for increasing the penalty on individuals who dispose of unwanted pets
by dumping them in isolated areas to fend for themselves.

support services to the Moraga-Orinda Fire Protection District for approximately six
months.

To The Board of Supervisor;
This is a letter to request a business license refund of $100.00 for
each of the following years 1993, 1994. 1995, 1996. The County
mistakenly requested me to pay for a business license during those
years.
I own a business in the Appian 80 Shopping Center in Pinole. My
businesses is called the Pinole Key'n Gift Shop with the address of
1213 Tara Hills Dr. Pinole Ca. I have paid the city of Pinole since
1988 and with out interruption, for a business license.
My home address is 517 Kenmare Ct., Pinole, CA. 94564. Starting in
1993 the county, by way of a written letter to my home address,
requested me to pay for a County business license I dutifully paid
$100.00 for the County business license as requested and continued
to do so each year thereafter.
It was not until I had conversations with my customers did I come to
understand I did not have to have both County and City business-
licenses.
I then wrote to Ms. Joslyn Mitchell. Her research showed the County
had made a mistake and I was issued a refund for 1997.
I am now requesting a refund for the years 1993, 1994, 1995, 1996.
Please help me recover this money. This matter is very important to
me.
