SPECIFIC REQUEST(S)OR RECOMMENDATION(S)$BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Social Service Director, or designee, to: 1. Contract with We Care Connection Center, as the highest rated respondent to the Request For Interest (RFI), for the provision of Dedicated Group Home services in West County. The contract will be for the period June 1,1997 through June 30,1998, and for the amount of $62,612 ($21,204 for rate differential and $41,408 for availability guarantee); And, 2. Contract with Youth Homes, Inc., as the highest rated respondent to the RFI for the provision of Dedicated Group Home services in Central County. The contract will be for the period June 1, 1997 through June 30, 1998, and for the amount of $79,594 ($31,824 for rate differential and $47,770 for availability guarantee); And, 3. This differential payment is for a limited time or until the higher rate is established from the State. Though it is unlikely to be used, an additional $89,178 may be required as payment to maintain exclusive availability of beds when occupancy falls below 90%. The Department will use these facilities as a first priority for placement and can offer use of reserved beds to other counties in low demand periods. (The Department would not pay for any use by another county.) The total maximum liability for both costs of enhanced care and bed exclusivity, is $142,206 - of which $53,028 the likely cost, of which 50% is State and Federal claimable leaving $26,512 County cost for those two contracts. BACKGROUND/SUMMARY: Almost two years ago, Lion's Gate, one of the County's primary sources of shelter services, closed. While this created an opportunity to redesign the Children's Services Emergency Shelter System it also left a gap in service that was filled by placing children with more than thirty different providers. Under the plan approved by the Board, the Department is revamping the out-of-home care system to include: receiving centers; dedicated emergency shelter beds in group homes; and dedicated emergency shelter beds in foster homes. These resources will also be regionally located. The goal of the Dedicated Group Home component of the Emergency Shelter System is to increase efficiency through the consolidation of services. A coordinated system of providers will be more responsive to the immediate needs of children in crisis. The contracted amounts for each provider include two distinct allocation: (1) funding for board and care of children while the contractor seeks a new rate classification from the State Department of Social Service; and (2) funding that can be used to maintain the exclusive availability of residential capacity.
