RESOLUTION OF INTENTION TO PURCHASE REAL PROPERTY
The Board of Supervisors of Contra Costa County RESOLVES THAT:
It intends to purchase from Katherine J. Grydyk for County purposes, the real property
described in Exhibit "A" attached hereto, for $150,000, in accordance with the terms and
conditions of the purchase agreement between the County of Contra Costa and Katherine J.
Grydyk, dated June 12, 1997, which is a fair and reasonable price therefor. A copy of said
agreement is on file in the Public Works Department.
This Board will meet on Tuesday, July 22, 1997, at 11:00 a.m. in the Board's Chambers,
County Administration Building, Martinez, California, to consummate this purchase and the Clerk
of this Board is DIRECTED to publish the following notice in the West County Times pursuant
to Government Code Section 6063.
NOTICE OF INTENTION TO PURCHASE REAL PROPERTY
The Board of Supervisors of Contra Costa County declares its intention to purchase from
Katherine J. Grydyk, at a price of $150,000, the former Grydyk Law offices site with building
containing approximately 1,300 square feet of floor space on approximately 3,000 sq. ft. of land
located at 4006 Macdonald Avenue, Richmond, California and more particularly described in
Resolution No. 9713470f the Board and will meet at 11:00 a.m. on July 22, 1997, in its Chambers,
County Administration Building, 651 Pine Street, Martinez, California, to consummate the
purchase.

Whereas, David Stegman, a Contra Costa County native, became the first Executive
Director of the San Ramon Valley Services Group 1971; and
Whereas, Dave distinguished himself during this tenure by being named the Kiwanian of
the year(1991-92) and provided leadership in community organizations as follows:
President of the San Ramon Valley Kiwanis Club (1976), President of the Danville Area
Chamber of Commerce (1990-91), President and founding member of Leadership San
Ramon Valley, Chairman of the San Ramon Valley Health and Human Services
Coordinating Council, and a member of the Consulting Board of Walnut Creek Hospital;
and
Whereas, David is an active member of numerous United Way of the Bay Area
committees including the Valley Corridor Project, Special Needs Committee and Balance
and Equity Committee; and
Whereas, David's length of service, leadership, innovation and dedication has helped
improve the quality of life for everyone in the San Ramon Valley:
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra
Costa County commends David Stegman for his twenty-six years of service as Executive
Director of the San Ramon Valley Community Service Group and wishes him well in all
his future endeavors.

Whereas, At and Hazel Lockwood were born in 1905: Ai in Brooklyn, New York
and Hazel In Oakland, California; and
Whereas, after moving to California, At attended night school and worked as a
window"displayman" at Montgomery Wards in Oakland where he met Hazel who
worked as a salesperson in the store; and
Whereas, in 1936, At began his career as an architectural designer and general
building contractor responsible for constructing many churches, restaurants,
shopping centers, commercial complexes, apartment buildings and single family
homes in the area; and
Whereas, At was one of the first builders to advocate for undergrounding utility
lines and began this practice in the 1940's with some commercial buildings in
Orinda and Hillcrest Highlands residential homes in the 1960's; and
Whereas, Hazel and At have been very active on a bowling league and square
dancing every week, and At has served as a director of the Associated Home
Builders, a member of the Oakland Planning Commission and a member of the
Children's Hospital Board of Directors; and
Whereas, in Rossmoor, the Lockwoods will join with friends and relatives to
celebrate the 70th anniversary of their wedding which occurred on June 21,
1927:
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Contra
Costa County that At and Hazel Lockwood be congratulated on achieving a goal
few couples reach, their 70th wedding anniversary, and that they be granted
good health and great happiness for many years to come.

The Contra Costa County Board of Supervisors ordains as follows(omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION I: Section 33-5.349 of the County Ordinance Code is amended to exclude the
classes of child support commissioner,support services assistant,family law facilitator to read:
33-5.349 Superior court staff. (a) Titles. The classes of positions listed in
subsection(b)are excluded from the merit system. The are designated by their
statutory titles (where such exist) and by their corresponding present local
administrative titles, with parenthetical reference to the relevant statutory
provisions in the Government Code (G.C.) and the Code of Civil Procedure

(Director of Environmental Health Services Excluded from Merit System.)
The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION I: Section 33-5.313 of the County Ordinance Code is amended to exclude the
director of environmental health services from the merit system to read:
33-5.313. Health-medical. (a)The director of health services is excluded, and
is appointed by the board.
(b) The county health officer (Health and Safety Code Section 454) is
excluded, and is appointed by the board.
(c) The county physician (Health and Safety Code section 1441) is excluded,
and is appointed by the board.
(d) The county [local] director of mental health services (Welfare and
Institutions Code Section 5607, 9 Cal.Admin. Code Sections 620, 621 [Dir. of
Local Mental Health Services] is excluded, and is appointed by the board.
(e) The assistant to the director of health services-exempt is excluded and is
appointed by the director of health services.
(f) The assistant directors of health services are excluded, and are appointed by
the director of health services.
(g) Physicians and dentists serving the county (except those in the
classifications of assistant health officer, and chief of community health
service)are excluded, and are appointed by the director of health services.
(h) The health services administrative officer is excluded, and is appointed by
the director of health services.
(I) The medical director is excluded and is appointed by the board upon the
recommendation of the director of health services and the county
administrator.

(j) The marketing director/Contra Costa Health Plan is excluded and is
appointed by the director of health services.
(k) The health plan provider affairs manager-exempt is excluded and is

(n) The substance abuse program director-exempt is excluded and is appointed
