SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
SUPPORT the proposed $25 million Job Creation Investment Fund approved by the State
Legislature's Welfare Reform Committee, and AUTHORIZE the Deputy Director-
Redevelopment to send a letter of support for the proposal to the Joint Budget Conference
Committee and the Contra Costa legislative delegation.
FISCAL IMPACT
No general funds are involved.
BACKGROUNDiREASONS FOR RECOMMENDATIONS
The Joint Budget Conference Committee will be meeting in the next two weeks to consider a
$25 million proposal approved by the State Legislature's Welfare Reform Committee to fund
job creation activities targeted for individuals impacted by welfare reform. The proposal is
viewed by economic development proponents as a critical tool for job creation programs, and
will strengthen the counties' ability to respond to the challenges of welfare refor

The Contra Costa Board of Supervisors RESOLVES THAT:
1. On November 19, 1996 the Labor Relations Manager submitted a Letter of
Understanding dated November 14, 1996 which reflected negotiated agreements
reached between the parties on terms and conditions of employment affecting
employees represented by the United Clerical, Technical and Specialists Employees
Local 2700, AFSCME.
2. The Memorandum of Understanding with the United Clerical, Technical and Specialists
Employees Local 2700, AFSCME, incorporating the agreed-upon terms and conditions
mentioned above, is attached.
3. This Board having thoroughly considered said Memorandum of Understanding, the
same is approved.
4. If an Ordinance(s) is required to implement any of the foregoing provisions, the Board of
Supervisors will adopt said Ordinance(s).
5. This Resolution is effective as of October 1, 1995.

RESOLVES THAT Resolution 96/488 is amended, in part, to additionally provide:
That effective June 1, 1997 the unrepresented non-sworn management class of
Sheriff's Administrative Services Assistant III (APTA) in the Sheriff-Coroner's
Department shall be eligible for the monthly uniform allowance set forth in Section IV,
Benefits & Allowances, Item P. Uniform Allowance, (a) Sheriff Coroner's Department.
