At the March 12, 1997 meeting of the Arts and Culture Commission,
Commission Chair Rezak encouraged Commissioners whose terms Helen Meagher
expire on June 30 to indicate in writing their interest in seeking District V
reappointment. In the enclosed letter dated March 29, 1997,
Commissioner Sandra L. Pyer states her desire for reappointment to At-Large Commissioners:
the Commission.

Arts and Culture Commission of Contra Costa County.

SUBJECT: Appointments to the Affordable Housing Finance Committee
The purpose of this memorandum is to report on the status of appointments to the Affordable
Housing Finance Committee (AHFC) and the need for Board action to fill three vacancies.
This issue will be considered by the Internal Operations Committee (IOC) at their June 17, 1997
meeting.
Background
The Affordable Housing Finance Committee was established on June 19, 1995, to advise the
Board of Supervisors on the allocation of approximately $4 million in HOME Investment
Partnership Act (HOME) and Community Development Block Grant (CDBG) funds for
affordable housing development in Contra Costa County. These funds are allocated to the County
by formula through the U.S. Department of Housing and Urban Development.
The Committee consists of nine members, including: three City representatives (one each from
East, Central and West County); three County representatives, and three Community
representatives. The three City representatives are nominated by the Cities in each subregion of
the County. Nominations for the County and Community representatives are solicited by the
County Community Development Department for consideration by the Internal Operations
Committee of the Board of Supervisors. All Committee members are approved by the full Board.
A current Committee roster is attached for your information.
The terms of the following three members of the AHFC will expire on July 1, 1997:
o Paul Renno - County Representative;
o Ralph Rosario - Community Representative; and
o Elizabeth Seifel - West County Representative.
A full term of office for an AHFC member is three years. However, in order to ensure continuity
on the Committee, the term of office for initial appointees was staggered at one, two and three
years. The three members whose terms expired were all appointed for two years.
Status of Nominations
On May 29, 1997, Community Development Department staff contacted the City of El Cerrito
to request that the City work with other West County jurisdictions to identify their nomination
for West County Representative to the AHFC. The City is in the process of consulting with the
Cities of Hercules, San Pablo, and Pinole and hopes to provide a recommendation to the IOC in
the near future. Elizabeth Seifel, the current West County Representative, has indicated her
willingness to continue to serve in the interim.
Paul Renno and Ralph Rosario have both expressed their interest in continuing to serve on the
AHFC respectively as a County and a Community Representative. Mr. Renno and Mr. Rosario
have both been active and effective Committee Representatives. As General Counsel to TRI
Financial, Mr. Renno is experienced in affordable housing development and financing issues and
has been very helpful in assessing the financial feasibility of proposed housing projects. Mr.
Rosario is also experienced in affordable housing issues and has functioned as a capable and
sensitive representative of the community viewpoint during the evaluation and review process.
A letter of interest and current resume for Paul Renno are attached. Mr Rosario confirmed his
interest in continuing to serve on the AHFC verbally to staff, his resume is attached.
Recommendation
t. Staff recommends that the Internal Operations Committee nominate the following
individuals to be appointed by the Board of Supervisors to the Affordable Housing
Finance Committee for a three year term beginning on July 1, 1997 and ending on June
30, 2000:
Paul Renno - County Representative
Ralph Rosario - Community Representative
2. A recommendation for the West County Representative appointment will be forwarded
to the IOC immediately upon receipt from the West County jurisdictions. Consistent with
prior Board policy, it is recommended that Elizabeth Seifel continue in this capacity until
a permanent appointment for a new three year term is approved by the Board of
Supervisors.

Committee in June of 1994. After the reorganization of the County's housing related
committees,the County appointed me to AHFC in November of 1995.
I have eWoyed working with both the County housing staff,particularly you and

BACKGROUND
The California Emergency Services Act, Article 15, Preservation of
Local Government, provides, in part, for the governing body of a
political subdivision to appoint three standby officers for each
member of the governing body. Accordingly, Section 42-4 . 004 of the
County Ordinance Code requires the Board to make such appointments.
A standby officer appointed by the Board is to serve in place of a
regular Board member when the regular Board member is unavailable
during a state of war emergency, a state of emergency or a local
emergency. Unavailable means that the regular Board member has
been killed, is missing or is so seriously injured as to be unable
to attend meetings and otherwise perform his/her duties.
Appointment of the standby officers listed above will assure a line
of succession so that in the event of the unavailability of one or
more regular Board members during a state of war emergency, a state
of emergency or a local emergency the business of the Board may
continue to be conducted with a full complement of Board members.
As required by the County Ordinance Code, the status of these
standby appointments will be reviewed annually to determine if any
change in appointees is necessary.
