APPROVE and AUTHORIZE the Award of three contracts as the
SUBJECT: result of Social Service Department Request For Proposal
#1046 for County Wide Family Preservation Services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
APPROVE and AUTHORIZE the Social Service Director, or
designee, to Award three contracts with Families First, Inc.
as the fiduciary agent, in collaboration with four other
organizations, for Child Welfare Services(CWS) , Family
Preservation Services as the result of RFP #1046. Services
will be for the period, July 1, 1997 through June 30, 19981,
and the provision of support to families in three service
areas for amounts as follows:
* Intensive, in-home, family based intervention. $666, 000
* Support of Kin who are caring for relative
children. $300, 000
* Shared Family Care for families in North
Richmond. $140, 000
FINANCIAL IMPACT:
Program funding is $1, 066, 000, with 70% State/Federal
funding ($746,200) and 30% County funding ($319, 800).. The
County cost is allocated 40% Probation cost and 60% Social
Service cost, as a reflection of case referrals from the
respective departments. An additional $40, 000 will be
supplied by the Zellerbach Foundation for the North Richmond
Shared Family Care component.' While the State will not
participate in the additional funding, Zellerbach funds
would bring the complete funding package to $1, 106, 000.

BACKGROUND•
Beginning in 1988, the Social Service Department has run an
intensive intervention program which has successfully
reduced both the State and County costs for Foster Care in
this county by stabilizing the family settings and
preventing potential Foster Care cases from developing. The
State has now made the allocation for this program a fixed
amount in the CWS allocation to the county ($1, 066,000)
which requires a 30% local match. During the previous year
plans were made to amend the original tenants of the family
preservation model by adding two new innovative components;
Kinship care and Shared Family Care. The RFP solicited and
the contracts will now provide;
1. A program of intensive, individualized, in-home family
preservation interventions with a potential for
individualized time limited aftercare.
2 . A kinship care program aimed at supporting relative
caregivers.
3 . A shared family care program aimed at providing live-
in, mentoring services to a parent/s and child who are
at risk of entering out-of-home placement.
