RECOMMENDED ACTION: A. APPROVE and AUTHORIZE the Community Services Director or his designee to execute Standard Agreement #97ECF177 (County Contract # 39-847) with the California Department of Community Services and Development for a maximum reimbursable amount of $136,815 to provide emergency weatherization assistance, Home Energy Assistance Program (HEAP), and Energy Crisis Intervention Program (ECIP) assistance for the period from January 31, 1997 through December 31, 1997; and B. APPROVE and AUTHORIZE the Community Services Director or his designee to execute Standard Agreement (Amendment-1) #97ECF177 (County Contract #39-847-1), effective January 31, 1997 with the California Department of Community Services and Development, to amend Standard Agreement #97ECF177. This amendment modifies contract language of the Standard Agreement; it does not affect the total reimbursable amount of$136,815. II. FINANCIAL IMPACT: This Contract is Federally funded. through the California Department of Community Services and Development with Low-Income Home Energy Assistance Program and Emergency Contingency Funds. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Effective January 31, 1997, the State Department of Community Services and Development awarded to the County Community Services Department Low-Income Home Energy Assistance Program (LIHEAP) Emergency Contingency Funds (ECF) to provide emergency weatherization assistance, Home Energy Assistance Program (HEAP), and Energy Crisis Intervention Program (ECIP) assistance to eligible . households residing within Contra Costa County. The County Community Services Department has made extensive efforts to contact low-income, flood-impacted households by assessing claims from the County Department of Public Works, Office of Emergency Services, and the cities of Richmond and San Pablo. Since we expect to find a limited number of households impacted by the January flooding, a subsequent amendment request will be made to the State to allow the remaining balance to be applied to the County's ongoing Energy Crisis Intervention Program (ECIP).
