Low-income areas of Contra Costa County were only minimally impacted by the January, 1997 floods
compared to some other counties. The County Community Services Department has made extensive efforts
to contact low-income, flood-impacted households by assessing claims from the County Department of
Public Works, Office of Emergency Services, and the cities of Richmond and San Pablo. Since we expect
to find a limited number of households impacted by the January flooding, a subsequent amendment request
will be made to the State to allow the remaining balance to be applied to the County's ongoing Energy
Crisis Intervention Program (ECIP).
