RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Determination with the County Clerk, and DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk. APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Tuesday, July 15, 1997 at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 22037 of the Public Contract Code. FINANCIAL IMPACT: The estimated project cost is $285,500, funded by Road Funds (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to maintain pavement integrity. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction. If the project is not approved for advertising, it will not be constructed. The recommendation is based on the following: The proposed project consists of the minor alteration of an existing facility that will restore the structural integrity to the road surface. All work will occur within the existing right-of-way. The repairs will not involve an expansion of use beyond that previously existing. No removal of a scenic resource will occur as a result of the project. What changes to the project would mitigate the identified impacts. Location: The three sites to receive slurry seal are located in the West, Central, and East areas of the county. Site 1 is in the Manor Road/Hilltop Drive area of EI Sobrante, Site 2 is in the Stone Valley Road area of Alamo, and Site 3 is in the Highway 4 area of Oakley (Figures 1 & 2). 2. Project Description: The project consists of applying a road surface treatment (slurry seal) to approximately 347,000 square yards of roadway in three separate areas of the County. The surface treatment extends the life of the existing pavement and reduces deterioration by sealing the surface from air and moisture. 3. Olsen, Associate Engineer, Design Divisi�o fro+-'%, 0, (Contact Person: Janet Frattini ) SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE We have reviewed the attached project, CP# 97-42, 1997 Slurry seal Project to determine if mandatory referral for General Plan Conformance, as required by Section 65402 of the Government Code, is necessary. I recommend the project needs no further mandatory referral clearance from County staff subject to the following actions: (✓) This project has been determined to be exempt from 65402 review. ( ) This project has been determined to be exempt from 65402 review in accordance with the Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a minor nature. ( ) Community Development staff makes the following attached recommendation which should be incorporated into the staff report on this matter. The project needs mandatory referral and we request Community Development staff to process this project in the following manner: ( ) 65402 review is required. Community Development staff should carry this matter before the appropriate Planning Commission. The map of the project site and description is attached. ( ) 65402 review must be withheld until completion of an Environmental Impact Report on this project. ( ) Other procedures.
