SUBJECT: AUTHORIZATION TO EXECUTE A CALTRANS LOAN AGREEMENT IN THE AMOUNT OF
$190,000 FOR THE CONSTRUCTION OF A FUEL FACILITY AT THE BYRON AIRPORT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to EXECUTE, on behalf of the County, a
California Airport Loan Agreement in the amount of$190,000 for the construction of an above-ground fuel
facility at the Contra Costa County- Byron Airport, under the terms and conditions more particularly set
forth in said Loan Agreement.
II. Financial Impact:
The estimated cost of the fuel facility construction is $190,000 of which 100%will be funded through a loan
from Caltrans. The loan will be repaid from the Airport Enterprise Fund and will be offset by fuel sale
receipts. Fuel sale receipts greater than the loan payments will be deposited in the Airport Enterprise Fund.
III. Reasons for Recommendations and Background:
On November 19, 1996,the Board of Supervisors authorized the Public Works Director to apply, on behalf
of the County,to Caltrans' Division of Aeronautics for a loan of$190,000 to construct an above-ground fuel
facility at the Byron Airport. This action will authorize the execution of that loan agreement.
IV. Consequences of Negative Action:
The loan with Caltrans will not be executed and alternate funding for the construction of the fuel facility
will have to be identified. The lack of a fuel facility at the Byron Airport will greatly inhibit additional
future use of the Byron Airport, and will result in less revenue to the Airport Enterprise Fund.
