MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JUNE 17, 1997 SUBJECT: DISPOSAL OF FIRE DISTRICT REAL PROPERTY - CONTRA COSTA COUNTY AREA W.0. 5515 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the Public Works Real Property Division to initiate the disposal process for the following properties owned by the Contra Costa County Fire Protection District: 1. Former Riverview Fire Protection District headquarters located at 1500 W. 4th Street, Antioch, approximately 2± acres of land improved with a 14,000 sq. ft. building. 2. Approximately 12± acres of vacant land located on Delta Fair Road in Antioch. 3. A vacant 1.2± acre parcel of land located on Tice Valley Blvd., Walnut Creek. 4. Former fire station located at 2273 Whyte Park Avenue in Walnut Creek, (Replaced by Rossmoor Station No. 3). 5. A 2.4± acre vacant site located on Babel Lane in Concord. 6. A .50±vacant lot located on Reliez11VVallley Road east of Alhambra Valley Road, Martinez. Financial Impact: Over the next two years, the District could realize between $2,000,000 to $3,000,000 in proceeds from the disposal of these properties depending on the outcome of certain legal proceedings, market conditions, planning and zoning considerations and a myriad of other variables that affect the value and disposal of real property. III. Reasons for Recommendations and Background: The properties listed above have been identified as surplus to the District's needs. Their disposal will generate revenues for the District and reduce the District's maintenance expenses and exposure to vandalism, illegal dumping and trespass liability. On May 19, 1997, the District's Fire Commissioners approved the disposal of said properties. IV. Consequences of Negative Action: The District will not receive revenue from the sale of subject properties and will be subject to ongoing carrying expenses of properties not required for District needs along with the liabilities of ongoing ownership. Depending on market conditions, the properties could appreciate/depreciate in value.
