BACKGROUND/REASONS FOR RECOMMENDATIONS This is an amendment to the Marsh Creek Road Precise Alignment plan. The amendment is in response to a request by TRANSPAC and TRANSPLAN to insure the County General Plan policy of a two lane roadway is carried out. The adopted Precise Alignment Plan shows a four lane configuration. The amendment would resolve this inconsistency by making the precise alignment plan also reflect a two lane configuration. The proposal is to modify the adopted precise alignments typical section to reflect a two-lane roadway consistent with the County's General Plan, rather than a four-lane configuration as currently found on the precise alignment. The subject modification covers Marsh Creek Road from the Clayton City limit on the west to the intersection of Marsh Creek Road with Morgan Territory Road on the east, Clayton area. Jim Cutler, Community Development Department presented the staff report. The hearing was opened and Mary Delamater for the Lucy E. INTRODUCTION: The TRANSPLAN and TRANSPAC committees have requested that the Contra Costa County Board of Supervisors direct the Community Development and Public Works Departments to amend the 1969 Marsh Creek Road Precise Alignment Map. The amendment will bring the Precise Alignment Map into conformance with the County's General Plan and the City of Clayton's recently adopted Marsh Creek Road Specific Plan. The proposed amendment would affect approximately 2.48 miles of Marsh Creek Road near Morgan Territory Road, in the unincorporated area of Clayton (Figure 1). II. CEQA STATUS: This activity is not subject to the California Environmental Quality Act (CEQA) pursuant to article 5, Section 15061(b)(3) of the CEQA guidelines. III. BACKGROUND: In 1969 the County adopted a Precise Alignment Map for Marsh Creek Road depicting a four lane road between the Clayton City limits and Morgan Territory Road. Subsequent to the adoption, the City of Clayton annexed a portion of Marsh Creek Road included in the precise alignment. Approximately 2.48 miles of the precise alignment, from Pine Lane to Morgan Territory Road, remain within the County's unincorporated area. The typical section as shown on the precise alignment consists of four vehicle lanes, paved shoulders, and a median island within a 110-foot right-of-way. Since that time, planning efforts and traffic studies in the region have determined that Marsh Creek Road will remain a two lane arterial roadway. With the two lane arterial designation, the 1969 Precise Alignment Map is no longer consistent with the most recent County General Plan and the City of Clayton's Marsh Creek Road Specific Plan. Therefore, to make the documents consistent, it is necessary to amend the Precise Alignment Map to reflect the change from a four lane facility to a two lane facility. The proposed precise alignment amendment includes modifying the current four lane arterial standard to a two lane arterial standard, but retaining the 110-foot right-of-way. The 110-foot right-of-way will be retained for the purpose of side slope transitions, future recreational facilities (bicycle, pedestrian, and equestrian trails), road safety improvements, and to maintain the scenic value of the corridor. IV. PROJECT DESCRIPTION: This project consists of amending the 1969 Precise Alignment Map for Marsh Creek Road which provides for 90 feet of pavement within a 110-foot right-of-way. The amendment includes modifying the pavement width to provide a two lane arterial standard but retaining the 110-foot right-of-way (Figure 2). Retaining the right-of- way will allow for a trail facility through the corridor, implementing necessary road safety improvements, maintaining the scenic value of the corridor, and maintaining slope easements for adequate sight distance. V. It is my understanding that County staff is recommending such an amendment to the County Planning Commission which will consider the issue on May 13, 1997 for recommendation to the Board of Supervisors. TRANSPAC and the City of Clayton support the staff recommendation to revise the current four-lane arterial to a two-lane arterial configuration and retaining the balance of the 110-foot right of way for a trail facility. The committees agreed that high volume regional through traffic from East County to Central County should be directed to the State Route 4 corridor.
