ACCEPT the resignation of Richard F. Hallford as the alternate to Business Seat #1 (Jimmy Rodgers) on the Hazardous Materials Commission, and DIRECT the Clerk to apply the Board's policy to filling the vacancy. 2. APPOINT as the alternate to Business Seat #1 on the Hazardous Materials Commission, for an unexpired term ending December 31, 1999, as recommended by The Industrial Association: �? ESTABLISH an alternate to the Labor seat on the Hazardous Materials Commission with a term ending December 31, 1999. APPOINT to the vacant alternate to the Labor seat on the Hazardous Materials Commission for the balance of an unexpired term ending December 31, 1999, as recommended by the Central Labor Council of Contra Costa County: Doyle Williams, Business Manager Plumbers and Steamfitters Union, U.A. Local 42 686 Detroit Avenue Concord, CA 94518 BACKGROUND: The Hazardous Materials Commission consists of 13 members, in various categories. With the resignation of Mr. Hallford as alternate to Business Seat #1, The Industrial Association of Contra Costa County has nominated Ric Bonner as his replacement. Martha Kohler has orally resigned as the alternate to the Environmental Engineering seat on the Commission. The Central Labor Council has recommended the appointment of Doyle Williams as the alternate to the Labor seat. I am therefore submitting my resignation effective April 1, 1997. 1 have enjoyed working with all the Commissioners and I appreciate all the support received from everyone during the last five years. I believe the work performed by the Planning and Policy Subcommittee on the development of the new Land Use Ordinance(96-20) will play a major role in reducing the risk to the community by encouraging the development of buffer zones.
