RECOMMENDED ACTION: APPROVE activity, and FIND that the activity, overlay of Fire Training Center pavement, will not have a significant effect on the environment, and that it has been determined to be exempt from the California Environmental Quality Act under State CEQA guidelines, Section 15061 (b) (3) APPROVE the Plans and Specifications for the activity and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25 handling fee to the County Clerk for filing of the Notice of Exemption. ADVERTISE for bids to be received on Tuesday, July 8, 1997 at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 22037 of the Public Contract Code. June 10, 1997 Page 2 II. FINANCIAL IMPACT: The estimated contract cost of the project is $60,000, funded by Fire District Funds (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to repair pavement failures and to extend its service life. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed. It can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. DESCRIPTION OF THE ACTIVITY: The activity consists of a surface treatment applied to the pavement at the Training Center. The surface treatment extends the life of the existing pavement and reduces deterioration by sealing the surface from air and moisture. Prior to surfacing the pavement, base failures are repaired and cracks in the pavement sealed. This maintenance activity is funded by Fire District funds. The road surface treatment is minor in nature (i.e., does not involve the purchase of property, construction of a building or the expansion of an existing use) and is, therefore, exempt from General Plan Conformance per Section 65402 of the Government Code. LOCATION: The County's Fire Training Center is located in the Central County area of Concord (Figure 1). I recommend the project needs no further mandatory referral clearance from County staff subject to the following actions: (✓) This project has been determined to be exempt from 65402 review. ( ) This project has been determined to be exempt from 65402 review in accordance with the Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a minor nature. ( ) Community Development staff makes the following attached recommendation which should be incorporated into the staff report on this matter. The project needs mandatory referral and we request Community Development staff to process this project in the following manner: ( ) 65402 review is required. Community Development staff should carry this matter before the appropriate Planning Commission. The map of the project site and description is attached.
