SUBJECT: Feasibility Study for a Cafeteria Style Benefits Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the Director of Human Resources to execute a contract with Buck Consultants for the
purpose of analyzing the feasibility of implementing a cafeteria style benefits program.
BACKGROUND:
Contra Costa County has always made a concerted effort to provide County employees with cost
effective benefit options while maintaining an overall competitive compensation package. The
current County benefits package may not necessarily meet the individual needs of all of our
employees. In addition, when benefits cost rise for a given set of benefits, two choices evolve - either
cost benefit reductions and/or increased employee costs occur. A level of benefits selections which is
more meaningful to a greater number of employees will serve to enhance ongoing benefit options and
effectively equalize the benefit dollars to all employees.
The primary advantages for offering cafeteria style benefit programs are to provide the flexibility to
permit:
• employees to select options that best meets their individual/family needs,
• employees the opportunity to evaluate their benefit needs annually,
• more appropriate use of benefit dollars from both the employer and employees by permitting:
♦ employees to spend their benefit dollars in a more cost effective manner,
♦ the employer the opportunity to provide a competitive benefit program.

• Current Payroll System
The limitations of the current payroll system have not provided the ability to offer a cafeteria style
benefits program. In anticipation of the implementation of new automated systems, the opportunity to
explore this type of benefit program is a timely and appropriate venture.
• New Benefit System
As there will be an increased level of technology and automation available to us with the new Benefits
System slated to be implemented in the near future, we need to take a proactive stance now by
determining the feasibility of offering a cafeteria style benefits program.
• Content and Completion
The consultant's study shall include an analysis of the employee income tax consequences of any
cafeteria plan and should be completed and submitted to the Board of Supervisors no later than the
end of 1997. Any change in benefit programs are subject to the meet and confer process.
FISCAL IMPACT:
The consulting costs associated with the feasibility study will not exceed $35,000.
