SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: AUTHORIZE the Social Service Director, or designee, to spend up to $420,000 to contract with the following agencies for the period May 1, 1997 through September 30, 1997 for the amounts specified. These agencies constituted respondents to a Request For Interest (RFI) who expressed interest and demonstrated willingness to provide services within the prescribed area of the RFI. CONTRACTOR AMOUNT OF CONTRACT Contra Costa Community College $80,000 Neighborhood House of North Richmond $50,000 Regional Occupational Program (ROP) $80,000 Goodwill $80,000 Rubicon/Richmond Private Industry Council $50,000 Contra Costa County Private Industry Council $80,000 FISCAL: !00% State and Federal funding. Per California Department of Social Services County Fiscal Letter No. 96/97-27, Contra Costa County received an additional State and Federal allocation to enhance the GAIN Program. $420,000 of this money will.be used to fund these contracts. Under Welfare Reform, the State and the Counties must meet Work Participation Standards set-out by Federal Legislation. Based on these Standards, by 9/30/97, 25% of the Family Group caseload must be employed and 75% of the Unemployed Parent caseload must be employed. These Standards will increase each year with the ultimate goal of having 80% of the adult TANF population employed. The State of California recently made availble enhanced GAIN funding which must be encumbered this fiscal year. The GAIN Program requested proposals from agencies outside the Social Service Department with the intent of increasing job placements through involvement of the community. Support for development of a countywide system of employment service providers that will serve clients impacted by Welfare Reform has been identified as one goal of the Social Service Department's Redesign effort. Each of these agencies is interested in using this funding to leverage their own resources in better-serving TANF/AFDC Job Seekers. All of these agencies have existing capacity that can be used immediately to serve TANF/AFDC Job Seekers. Each proposal accepted for contract represents job services at a cost of $1,000 per adult TANF recipient. Job Services will include job development and placement within the contract period as well as job retention services for 90 days following job entry. In addition to funding the base contract, the GAIN Program proposes an additional payment of $1,000 to the contractors for each participant in excess of the contracted placement goal. The retention in a job for at least 90 days also applies. Should a contractor exceed the contract goals, the Social Service Department will request contract authority from the Board to increase funding limits. Should any contractor fail to meet the contractual placement and/or job retention goal, a penalty will be assessed and must be repaid to the Social Service Department.
