RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to submit a grant application (County #39-815-12) to the U.S. Department of Health and Human Services Administration for Children and Families in the amount of $1,104,475 for 1997 Program Improvement Grant funds for the period from January 1, 1997 through December 31, 1997. II. FINANCIAL IMPACT: If this grant application is approved by the U.S. Department of Health and Human Services ,Administration for Children and Families (ACF), the funding will be added via appropriation adjustment to the current Head Start Budget. We have identified these needs as critical based on health, safety, the new Federal ' Head Start Performance Standards, Americans with Disabilities Act and State law, as detailed below. During the past two years, we have absorbed two delegate agencies (which more than doubled the size of the GOP), and have ' been involved in three OSPRI reviews by the Federal Head Start Agency. As an agency, we have taken major steps in developing uniformity in all.areas of the program across the County. We are rapidly changing from three distinct areas into one Grantee-operated Head Start program. ' Many of the changes we have made to merge the three programs have not been costly, and we have been able to do them within the budget. However, the total amount of funds needed to implement proposed upgrading of our playgrounds ' and replacing carpeting is greater-than what is available in our budget. Because of the urgent nature of these projects, a request for special funding is necessary. Each is a crucial need, related to the health and safety of our children. Once the ' upgrades and improvements have been implemented, the program's basic grant will provide for maintenance in the future. ' Playground Upgrades During a recent tour of all thirteen Head Start sites in Contra Costa County, it became readily apparent that we have major playground needs at a majority of the sites. Inappropriate, inadequate equipment was immediately removed from many sites, leaving minimal pieces of equipment for the children to use. This is an opportune time to come into compliance with the new Head Start Performance Standards and the Americans With Disabilities Act (ADA) The 1990 Americans with Disabilities Act extends civil rights protection to individuals with disabilities, which includes Nondiscrimination by public accommodations. Child care centers are specifically included as public accommodations. The law ' states, "Physical barriers to entering and using facilities must be removed when readily achievable." Contra Costa County Head Start is progressing rapidly toward serving more than the mandated 10% enrollment of disabled children, so ' part of our proposal is to make all of our playgrounds accessible to all of our children. ' 18 CONTRA COSTA COUNTY HEAD START ' 1997 PROGRAM IMPROVEMENT PROPOSAL Objectives To provide ALL Contra Costa County Head Start children with playgrounds that: ' • are accessible and developmentally appropriate; • are constructed out of currently recommended materials, • are designed with safety and appeal in mind; ' • allow for individual activities and social interactions, • that comply with all federal and state requirements; and ' • THAT ARE FUN! Rationale Adequate provisions are made for children with disabilities to ensure their safety, comfort, and participation. 1304.53(a)(10)(xvii) ' • Transfer platforms are designed into each new playground, allowing children in wheelchairs access to playground structures (which will bring the ' structures into compliance with ADA regulations). • A poured, rubberized.product, Vitri-turf, will be placed under major pieces of ' equipment. This will provide a clean, easily maintained surface for all children, and one that will allow children in wheelchairs to move around ' easily. In climates where it is necessary, relief from both heat and cold must be ' provided. 1304.53(a)(10)(i) • At many of our centers, heat and cold are major factors during fall and spring 1 months. Plans have been developed to provide for large shady areas for individual play, and also provide shade over major equipment (to make it useable regardless of the weather). ' • Current equipment is often made of metal, limiting its use in hot weather. This equipment would be replaced with new, durable plastic play structures ' that don't retain as much heat. Head Start must provide an environment free of toxins. 1304.53(a)(8) • A great deal'of our equipment is old, and does not comply with current ' Consumer Product Safety Commission (CPSC) standards. Some of the older equipment is made of materials that were approved at one time but, as standards have now risen, other materials are now recommended. ' 19 CONTRA COSTA COUNTY HEAD START 1997 PROGRAM IMPROVEMENT PROPOSAL ' Head Start is required to provide a physical environment and facilities conducive to learning, and reflective of the different stages of development of each child. 1 1304.53(a)(1) • Currently, our thirteen playgrounds do not have a basic standard that provides age-appropriate and safe equipment for the children to use. • Re-designing and re-equipping each playground will provide a safe physical ' environment conducive to learning at different stages of development for each child. ' Programs must provide sufficient equipment to meet the needs of children. 1304.53(b)(1) ' Many sites now do not have enough pieces of equipment for the number of children enrolled. It is not safe to have too many children on one piece of ' equipment, and there aren't always a lot of choices. The new playgrounds that have been designed offer many play choices rather than being as limited. Space must be organized into functional areas that allow for individual activities and social interactions. 1304.53(a)(3) ' • Proposed playground plans allow for many of the same activities that take place inside centers also to take place outside. Areas will be developed that ' allow for both quiet activities and physical activities. The physical structure will allow for several levels of development, so children will be comfortable working at their own levels of development. Plan Development ' Our proposal was developed with input from the following team members: ' • Playground Consultant - Little Tykes Commercial Play Systems-, • Education Supervisors; • Area Managers; • Head Teachers at each site; • Parents ' A number of things were considered as plans were being developed. Obviously, size and topography of each site were basic factors in the design. Head Teachers reviewed current equipment use by children, what worked, what didn't, and what each would like to see. ' 20 1 CONTRA COSTA COUNTY HEAD START ' 1997 PROGRAM IMPROVEMENT PROPOSAL r ' The Education Supervisors' specific requests included: • Covered, shaded sandboxes; Paths or areas designed for tricycles; ' • Equipment placed to provide easy visual supervision by staff, • Water table with drain (for water toys); • Climbing structures; and ' • Imaginative play areas. ' These suggestions were implemented as much as possible. There were no fiscal constraints put on the project, but there was a need for ' uniformity throughout the County as much as possible. Obviously, ADA considerations played a large part in development of plans. There was also a stated need for durable, safe ground covers, and modern, up-to-date equipment. 1 Conclusions 1 _ Once basic plans for each site were developed, everyone involved (as well as the Component Manager - Education, the Head Start Assistant Director, and the ' Director) reviewed the proposals. Enclosed with this grant application are final proposals for each site, along with our proposed budget. ' This constitutes a major program improvement for Contra Costa County Head Start. We are tremendously excited about implementing our plans, and hope ' you will give our proposal your very serious consideration. 1 1 1 1 r ' 21 CONTRA COSTA COUNTY HEAD START ' 1997 PROGRAM IMPROVEMENT PROPOSAL ' Carpet Replacement Interim Director Fay Graef instructed Facilities Coordinator Jerry Bechtold to ' review the condition of carpeting at all Contra Costa County Head Start sites, and to prioritize sites by replacement need. His report follovys: ' Priority 1 - Balboa, 1001 South 57th Street, Richmond Justification: Existing floor tile, containing asbestos, is over 25 years old, and is beginning to deteriorate. Soon, further deterioration may pose a safety hazard - which could force closing of the classrooms. Work Needed: Remove asbestos-containing floor tile, install new vinyl base covering, and lay new vinyl composition tile in classrooms 2, 3 and 1 4. Total floor covering area for the three classrooms is approximately 300 square yards. Cost:: $15,000 Priority 2 - Gehringer Center, Highway 4 and Bolton Road, Oakley stretched, an safe - requiring Justification.- The carpeting is worn, stret and q g ' staff to use tape to secure seam splits. Also, the carpeting has been raised in many sections by an accumulation of sand and debris underneath. It cannot be properly cleaned any longer, and is extremely ' unsightly. The consultant would design and prepare plans and specifications needed to design and prepare the plans and specifications 1 needed to bid the work, assist in project coordination and inspection. Included in this is the cost for County General Services Architectural staff ' who would coordinate, monitor and review consultant's work, prepare contract documents, prepare bid packages, put the contract out to bid, award the contract, prepare Board of Supervisors actions, verify and issue progress 1 payments, and provide overall supervision and management of the project. Costs for both consultant and GSD staff are based on actual experience with a recent project to install playground equipment at five Child Development 1 sites. Bayo Vista Child & Family Center, Inc. is proposing the replacement of a major portion of the playground equipment and fence at our Bayo Vista site in Rodeo. The current playground is more than ten years old, and it meets the minimum standards required by our California State Licensing Agency. Some children have received injuries from the use of this playground; therefore, we would very much like to bring it into compliance with the new Performance Standards, and with Americans With Disabilities Act requirements. ' Proposed renovations address the following Performance Standards: ' 1. 1304 2-2 (b)(3) States that physical growth will be promoted by providing adequate outdoor space and equipment. 2. 1304 2-3 (a)(6) States that outdoor premises shall be kept clean and free of undesirable, hazardous materials and conditions. ' 3. 1304 2-3 (a)(7) States that outdoor play areas shall be made so as to prevent children from leaving the premises and getting ' into unsafe, unsupervised areas. 4. 1304 2-3 (b) States that the plan should provide for appropriate and sufficient equipment to meet the needs of the program. Following is a list of the items and equipment at our Rodeo site playground which ' needs to be replaced or renovated: • Relocate and repair the three existing structures; these include rings, balance ibeam, and chin up /turning bars; • Install new redwood header expansion; Install tire swing and play structure. The budget for playground improvement will be $17,419. ' The second request is to complete a project approved - but not completed - in 1996. We requested funds for equipment relocation from our Tara Hills site. Because a new site has not yet been located, the funds are still needed to complete relocation when we find a suitable site this year. Estimated cost of reinstallation of equipment is $7,800; the agency does not have other funds to use for this project. LaConnie Jones, C airperson Date A Child Development Program Touching Children and ReaAing Families FIRST BAPTIST CHURCH HEAD START 1997 One-Time Program Improvement GRANT APPLICATION INTRODUCTION & STATEMENT OF PURPOSE: First Baptist Church Head Start is a delegate agency of Contra Costa County. We provide services to 180 multi-ethnic children and their families in the City of Pittsburg, as well as portions of the adjacent town of Bay Point. Our four center-based programs, all located in Pittsburg, are Lido Square (40 children), Odessa (30 children), Woods Manor (40 children) and Kid's Castle (70 children). All centers operate double sessions, 3.5 hours per day, four days per week. We have 43 staff members representing many different cultural backgrounds and speaking several languages. FBCHS is committed to providing the very best quality of Head Start services to the children and families we serve. It is our intent to go far beyond the minimal performance standards and provide an exemplary program. In recent years, we have made significant gains, all driven by this vision of excellence. Our overarching mission is to build a stronger community of self-sufficient individuals by nurturing and empowering children and families through individualized services. Our philosophy is to promote Family Wellness through self-sufficiency, and through awareness of the role of parents in the education of their children. As Welfare Reform unfolds, we strive to bring a greater degree of social and emotional competence to the lives of our children and families, while encouraging self-confidence, spontaneity, curiosity, and self-discipline. We strongly believe in community involvement, and seek to utilize their resources at every opportunity possible; as well as to educate them about Head Start. PROGRAM IMPROVEMENT GOAL: Over the past two years, FBCHS program has undergone many exciting changes that were all geared toward improving the overall quality of services being provided to our children and their families. Some of the most noticeable changes have centered around facilities, which has been and continues to be our number one program improvement goal. We have relocated three of our four centers within this period, including our Administrative Offices. Two of the centers were relocated because we needed 3 1 to provide a better environment for our children. At our third center, the rental lease expired after a ten year agreement with the landowners. In September 1995, we moved our program from the Social Hall of the Church (the environment was not appropriate for children) to a very nice center in the low income housing complex of Woods Manor. In November 1996, we moved two centers, Trailer I (one of the two Trailers located at the Odessa site) and Wee World Center, into a fairly new and large building - ' Kid's Castle (as our parents so thoughtfully named it), on the south side of Pittsburg. Consequently, our 1996-98 Community Needs Assessment showed a strong need to have a center located on the south side. In December 1996, we moved our Administrative Offices into this facility, because the building we previously rented did not meet the Americans with Disabilities Act. The Administrative Offices were located on the second floor of a two-story ' building with no elevator; consequently families in wheelchairs did not have direct access to our services. As proven, acquiring adequate facilities has ' been a major challenge for us. We presently face another formidable task regarding facilities. Our central kitchen is in very, very poor condition, and does not meet the current minimal requirements for health and safety. Health & Safety Concerns and Justifications Our central kitchen is located on the First Baptist Church grounds ' adjacent to the Social Hall. We have served children from this extremely small kitchen since 1974, when we first started operating the Head Start program with an enrollment of only 60. As noted earlier, our present enrollment is 180. Our program has grown tremendously over the years; however, our kitchen has not stayed within required standards for a program our size (and growing.) The square footage of the kitchen is approximately 150, with a small stove and refrigerator, two sinks, and a small table for food preparation. The size of the kitchen alone presents health and safety concerns because three or more staff members bump into each other as they prepare food. Cabinets are falling off the walls, and the floor is in poor condition. One staff member recently was hit in the head by a falling cabinet door. Another major health and safety concern is the frequent visits from neighborhood rodents, mainly rats. Rodents are coming into the building 1 through several holes in the walls and freely run through the kitchen, despite continuous professional extermination and patch work of the walls. The refrigerator is too small to store the amount of food needed to serve 180 children, it creates the risk of food spoiling if alternate refrigerator space is not found. The stove pipes are not supplying enough gas, resulting in the staff taking much longer to cook foods. According to our research into the 1 gas problem, major work is required; we concluded that it would not be cost effective to repair. The sinks are too small to fit the large boilers and skillets needed for cooking. One work table is not wide enough to prepare the amount of food needed. We lack adequate food storage space, forcing us to 1 4 store food in a shed outside in back of the building. Staff must walk (sometimes in the dark at six o'clock in the morning) to the shed to retrieve products, risking the danger of approaching a stranger with negative ideas. Clearly, this is a major concern for our program, as it presents a safety hazard for our staff, and health and safety concerns for children and families. The condition of our current central kitchen is very-very poor, and is not worth the funds needed to upgrade. In addition, the building lacks space needed to enlarge the kitchen and bring it to proper commercialized standards. Because of the many major problems we are having, it would not be feasible to sink additional funds into this project. And, the supplies and equipment are not fit to relocate because of there condition. However, if left as is, our central kitchen will continue to put our staff at risk of harming themselves, each other, or someone else harming them. The out-of-control pests will continue to enter the kitchen, shed, and storage closet (where our children's food is stored, prepared, and cooked). The equipment will ' continue to be ineffective for a program our size. Clearly, these health and safety concerns must be addressed as they directly impact our children, families, and staff. Program Request FBCHS proposes to move our central kitchen to our newest facility, Kid's Castle. Kid's Castle Head Start Center is our largest site, located at 55 Castlewood Drive in Pittsburg. The building built in 1986 has 36,590 square feet of land area, including several playgrounds and landscaping, and 6,300 square feet of space inside. It was formerly operated by a for-profit private agency as a preschool for 160 full-time children. The kitchen has a household stove and refrigerator (no freezer), and a small microwave. The kitchen met the needs of the previous operators who served only cold and/or microwave foods, and bag lunches. However, with Federal, State and local requirements, and the level of cooking involved, the kitchen is not suitable for our needs. We require a commercialized kitchen which meets all specifications and codes. To bring the kitchen up-to-code, we need the appropriate equipment, including a commercial stove and hood, refrigerator and freezer, and dishwasher. We also need to replace the sink with larger sinks, a larger work area for food preparation, and a larger storage room. Because the size of commercial equipment is much, much larger than standard household equipment, minor renovation is needed. The kitchen wall must be widened to accommodate all of the equipment, work space, and storage closet. S In conclusion, FBCHS realizes that we are challenged by a major priority which is on the border-line of a very unhealthy, unsafe environment for.our children, families, and staff. It must be addressed immediately. We recognized the problems of our central kitchen several years ago and, to no avail, made numerous attempts,to resolve them through local resources, as well as through the broader community. Presently, the kitchen at Kid's Castle has a household stove and refrigerator (no freezer), a small microwave, and does not meet our needs. We require a commercialized kitchen which meets all specifications and codes. To bring the kitchen up-to- code, we need appropriate equipment including a commercial stove and hood, refrigerator and freezer, and dishwasher. We also need to replace the sink with larger sinks, a larger work area for food preparation, and a larger 1 storage room. Because the size of the required commercialized equipment is much, much larger than standard household equipment, minor renovation is needed.
