SUBJECT: Approve Delta Road Bike Lanes Project, Knightsen Area.
Project Number: 0662-6R4184, CDD-CP# 97-30.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
DETERMINE that the project is a California Environmental Quality Act Class 4h Categorical
Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications
for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange payment of the $25.00 handling Fee to the County
Clerk for filing of the Notice of Exemption.
II. Financiallmpact:
This project will have no impact on the General Fund. The estimated project cost is $61,000,
Funded by Transportation Development Act Grant (100%).
III. Reasons for Recommendations and Background:
The project includes widening the existing pavement on Delta Road from Knightsen Avenue, west
to the Marsh Creek Trail and striping the road for bike lanes, approximately one mile in length.
It is needed to provide bike lanes along Delta Road between the Town of knightsen and the Marsh
Creek Trail.

97-30: The project consists of widening the existing pavement on Delta Road from Knightsen Avenue,

lanes, on both sides of the road, the roadway will need to be widened approximately 12 feet. Minor
widening, striping, and associated features are minor in nature and will occur within existing right-of-

GENERAL CONSIDERATIONS:
1. Location: Delta Road is located in the east county area of Knightsen (Figures 1 &2).
2. Project Description: Delta Road provides a link for local residents and a nearby school to the
Marsh Creek Trail which is a part of the East Bay Regional Park District trail system. The project
consists of widening the existing pavement on Delta Road from Knightsen Avenue,west to the
Marsh Creek Trail, approximately one mile in length(Figure 3). To accommodate striping for bike
lanes, on both sides of the road, the roadway will need to be widened approximately 12 feet.
Minor widening, striping,and associated features are minor in nature and will occur within existing
right-of-way.

SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE
We have reviewed the attached project, CP# 97-30, Delta Road Bike Lanes to determine if mandatory
referral for General Plan Conformance, as required by Section 65402 of the Government Code, is
necessary.
I recommend the project needs no further mandatory referral clearance from County staff.subject to the
following actions:
( ) This project has been determined to be exempt from 65402 review.
(✓) This project has been determined to be exempt from 65402 review in accordance with the
Board of Supervisors Resolution 81/522 because the project involves a road alignment
project of a minor nature.
( ) Community Development staff makes the following attached recommendation which should be
incorporated into the staff report on this matter.
The project needs mandatory referral and we request Community Development staff to process this project
in the following manner:
( ) 65402 review is required. Community Development staff should carry this matter before the
appropriate Planning Commission. The map of the project site and description is attached.
( ) 65402 review must be withheld until completion of an Environmental Impact Report on this
project.
( ) Other procedures.

The Contra Costa County Community Development Department has completed an initial study of the environmental
significance of the project represented by your pending application bearing County File Number CP 97-30. DELTA
ROAD BIKE LANES. IN THE KNIGHTSEN AREA. In conformance with Contra Costa County Guidelines for
implementing the California Environmental Quality Act of 1970 (CEQA), it has been determined that your project
will no have a significant effect on the environment. Your project falls within the following category:
Ix) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.
W) The project is categorically exempt (Class 4h ).
( ) The CEQA requirements are accommodated by the EIR previously prepared for
( ) A statement that an EIR is not required (Negative Declaration of Environmental Significance has
been filed by the Community Development Department (unless appealed).
( ) Other: General Rule of Applicability (Section 15061 (b)(3).
