SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: DETERMINE that the project is a California Environmental Quality Act Class 4h Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange payment of the $25.00 handling Fee to the County Clerk for filing of the Notice of Exemption. II. Financial Impact: This project will have no impact on the General Fund. The estimated project cost is $280,000, Funded by Transportation Development Act Grant (64%)and Unocal contribution (36%). III. Reasons for Recommendations and Background: The project includes slurry sealing and restriping approximately 4.6 kilometers of San Pablo Avenue. The project will extend from the Interstate-80 interchange in Crockett to First Street in Rodeo. The restriped road will have a traffic lane and a bike lane in each direction plus an auxiliary lane that will allow for either a truck climbing lane, two-way left turn land or left turn channelization. It is needed to provide bike lanes along San Pablo Avenue. This project is a segment of thean Francis11 AEBaTrail system. Location: San Pablo Avenue is located in the western Contra Costa County area between First Street in Rodeo and Interstate-80 in Crockett(Figures 1 &2). 2. The proposed bike lane project also provides an integral link to the 400 mile long San Francisco Bay Trail System that links San Francisco and San Pablo Bays, and eventually Solano County. 3. Olsen, Associate Engineer, Design Division -_ (Contact Person: Janet Frattini ) SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE We have reviewed the attached project, CP# 97-31, San Pablo Avenue Bike Lanes to determine if mandatory referral for General Plan Conformance, as required by Section 65402 of the Government Code, is necessary. I recommend the project needs no further mandatory referral clearance from County staff subject to the following actions: ( ) This project has been determined to be exempt from 65402 review. (✓) This project has been determined to be exempt from 65402 review in accordance with the Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a. minor nature. ( ) Community Development staff makes the following attached recommendation which should be incorporated into the staff report on this matter. The project needs mandatory referral and we request Community Development staff to process this project in the following manner: ( ) 65402 review is required. Community Development staff should carry this matter before the appropriate Planning Commission. The map of the project site and description is attached. ( ) 65402 review must be withheld until completion of an Environmental Impact Report on this project.
